| In recent years,the Chinese government,its education administrative departments and schools have always emphasized the importance of teachers’ morality and its construction,issued a series of relevant policies to strengthen the construction of teachers’ morality and style,and implemented a one-vote veto system for teachers’ morality performance,and then formally put forward a negative list system for teachers’ morality assessment.The implementation of this system undoubtedly provides a new path for strengthening the construction of teachers’ morality and style,and helps to fundamentally eliminate the phenomenon of teachers’ moral anomie.The negative list system of teachers’ morality assessment is relative to the positive list system of teachers’ morality assessment,which refers to an assessment system for teachers’ violations of the negative list.The structure of the system is mainly composed of two parts: the negative list of teachers’ morality and the assessment method of teachers’ morality.It has the characteristics of moral prohibition,concrete operation,severe punishment and pertinence in content.In order to deeply understand the implementation status of the negative list system of teachers’ morality assessment,this paper makes an empirical study on more than 800 teachers in Guangdong and Jiangxi provinces through questionnaire survey and interview.The results show that there are the following problems in the implementation of the negative list system of teachers’ morality assessment: the main body of compiling the negative list of teachers’ morality is relatively single;The content of the negative list lacks school characteristics;The negative list is not operational;Lack of rigor in the punishment of violating the negative list;The school failed to distinguish the different rights of treatment and punishment;The process of examination and punishment is not clear,depriving teachers of the right to appeal and reconsideration.This paper reveals the causes of the problems in the implementation of the negative list system of teacher’s morality assessment.It is believed that the reason for these problems lies in the insufficient attention paid by all parties to the negative list system of teachers’ morality assessment;The school is unfamiliar with the negative list system of teachers’ morality assessment and lacks operational experience;The negative list system of teachers’ morality assessment itself is complicated;The school lacks a perfect assessment system for teachers’ morality.Therefore,the strategies to optimize this system are put forward,which mainly include: the school should set up a special independent and authoritative evaluation institution for teachers’ morality;It is necessary to scientifically and reasonably compile the negative list of teachers’ morality;It is necessary to build an open and transparent supervision mechanism;It is necessary to standardize the investigation procedure of teachers’ moral anomie and establish a scientific punishment mechanism. |
