Value Analysis Of "Burden Reduction" Policies

The problem of excessive academic burden of students in the basic education stage has been a hot spot in all sectors of society since the founding of the People’s Republic of China,and the state has promulgated a series of "burden reduction" policies to solve this problem.As an education policy,the "burden reduction" policy will inevitably permeate the value choices of various subjects.Conducting value analysis of the "burden reduction" policy,clarifying the value selection and legitimacy of the "burden reduction" policy,discovering the value deviation in the process of policy formulation and implementation,and exploring the way to improve the effectiveness of the policy can enhance the legitimacy and effectiveness of the burden reduction policy,promote the realization of the value of the burden reduction policy,make it better promote the balanced development of China’s basic education,accelerate the high-quality development of basic education,and cultivate modern talents with free and comprehensive healthy growth.Policy is the concrete expression of value,and the value analysis of education policy is a reconfirmation of education issues.Based on this,this paper takes the "burden reduction" policy promulgated in China over the years as the research object,takes the value theory as the guide,analyzes the value choices of China’s "burden reduction" policy from macro and theory,examines its legality,and discusses the effectiveness of its value realization from micro and practical aspects.This paper attempts to provide a theoretical basis for the development of China’s "burden reduction" policy on the basis of value analysis,enhance the value coordination and cooperation in the "burden reduction" policy activities,weaken the value conflict in the "burden reduction" policy,effectively prevent the value deviation of the policy,and help analyze and think about how to implement the "burden reduction" policy more effectively.Based on the policy text,this paper analyzes the changes and directions of value selection in the process of "burden reduction" policy development,explores the value content contained in the policy text,and clarifies the value selection goal of "burden reduction" policy from the two aspects of value selection surface analysis and in-depth analysis,so as to provide a basis for the analysis of legitimacy and effectiveness.Secondly,the legitimacy of the "burden reduction" policy is analyzed from a static perspective,and the legitimacy of the value choice of the "burden reduction" policy is analyzed from both political and social legitimacy.Finally,the effectiveness of the "burden reduction" policy is analyzed from the dynamic and practical levels,and the value realization and value deviation in the policy decision-making process and policy implementation process are summarized to propose a way to improve the effectiveness of the policy,that is,a reasonable path to promote the realization of value,so as to provide theoretical support for the effective operation and effective realization of the policy.
