| Due to the accumulation of social problems,previous governance means not enough to cope with new problems,the whole education ecological imbalance "on campus burden",the current national emphasis on compulsory education is deepening,double reduction policy to modify and perfect the original burden policy,to reduce the compulsory education stage students overweight homework burden and external training burden,create a good education ecology.Previous studies mostly based on completely rational decision model to analyze the behavior of actors decision,too focused on the representation of the policy itself,the real life complex education during the governance process for the policy system problem or the game between actors,only focus on the short-term effect of policy,ignoring the hidden major theoretical problems,namely the new rules framework,different strategy actors decision logic and interactive strategy change of compulsory education ecological remodeling.Through the analysis of organizational behavior decision making and the combing of social ecosystem theory,In exploring the behavior of individuals in the ecology of compulsory education,based on their ecosystem with specific social attributes,It follows the logic of "how to change" of the actors under the limited rationality of the education ecology,Using the organizational behavior decision analysis theory to clarify the relationship between human behavior and educational ecology in the theory of social ecological system from the macro,medium and micro dimensions,By demonstrating the complex strategic interactions among actors under policy change,The evolution of education ecology under the burden reduction policy changes from2018 to 2021 is explained gradually.From the macro dimension,in order to ensure the effective implementation of double reduction policy,the country strengthened the incentive and accountability mechanism,increase the rules of the binding and the enthusiasm of policy implementation,and make the local policy implementation paradigm from the past selective governance outside training institutions to dynamic reset under layers of overweight,from the past symbolic implementation during the campus to the present rigid execution.From the medium dimension,local specific implementation plan,school,school training institutions,family in order to achieve their goals and interests,tend to adopt new interactive strategy,thus the relationship between each other structure also has a big change,the relationship between school and after-school training institutions from the past are "competition and secret cooperation " to "parted" and "sunshine cooperation",the relationship between school and family from "alienation" to "regression",the relationship between after-school training institutions and family from "completely utilitarian" to "utilitarian and rational".From the micro level,the relationship between the students of education and their parents in the micro system of education ecology has changed from "tight" to "relaxation".In general,the changes in the educational picture presented by the decision-making actions of actors in the specific action field often indicate the future development direction of education ecology.Understanding the action logic behind it can help to formulate more targeted relevant improvement measures based on the specific reasons. |
