With the transformation of government functions,the function of providing social services to the public has gradually shifted to social organizations.In recent years,the government has continuously increased its investment in social venture capital,making social venture capital in full swing across the country.However,behind its rapid development,some social venture capital projects are stagnating,with low social benefits.The fundamental reason why the service quality of social venture capital projects cannot be improved for a long time and the project development stagnates lies in this "internal involvement" management mode of social venture capital projects.This study selected the public interest venture capital project of the Youth League Committee of T City and WQ District as the research object.Based on the theory of "internal involvement",through the one-year participatory observation and action research,the management process of the entire public interest project was studied and the performance of "internal involvement" of the public interest venture capital project management was analyzed.Based on the theory of "stakeholder",Starting from multiple stakeholders involved in the management of public interest venture capital projects,this paper analyzes the reasons for the "internal involvements" in the management process of the project.By exploring the reasons for the "internal involution" of public venture capital projects under the Youth League Committee of WQ District,it is found that the "internal involution" of public venture capital project management is not only caused by the excessive intervention of external government administrative forces and ineffective reform of the internal structure of third-party organizations,but also due to the low internal self-management ability of the project executive.The project service only increases the investment of service funds,but does not improve the efficiency of public services,presenting a state of "internal integration" without development.Based on the above reasons,this study believes that public interest venture capital project management should not only focus on the third-party management itself,but also actively pay attention to other relevant stakeholders involved in project management.Therefore,at the end of the study,based on the relevant stakeholders of social venture capital projects,the author puts forward the suggestion of "de-engaging" the management of social venture capital projects,that is,emphasizing the establishment of a "service-oriented" cooperation concept between the government and social organizations,strengthening the professional leading role of third-party social organizations in the governance of social venture capital projects,and actively improving the service level of the project implementor.And establish an effective mechanism for service beneficiaries to supervise the quality of project operation.This paper aims to provide a new idea of "eliminating internal involvement" for other public interest venture capital projects in the state of "internal involvement",promote the establishment of a sound public interest venture capital project management model,so as to facilitate the localized development of public interest venture capital projects.
