The Transformation Of The Operation Target Of Social Work Institutions In Ethnic Areas Under The Public Welfare Venture Venture Capital

This study takes social work institutions in ethnic areas as the research object,starting from the role of public venture capital in the development of social work in ethnic areas,discusses the transformation process of the operation objectives of social work institutions in ethnic areas from survival strategy to development strategy relying on public welfare venture capital projects.Social work institutions are "private non enterprise units" in the category of non-profit organizations.Although non-profit means that institutions are not profitable,project surplus has become the key to the development of social work institutions in ethnic areas.Therefore,this study focuses on the fourth public venture capital project in Wushen Banner of Ordos City,aiming to help the sustainable operation of social work institutions in project practice.The survival of institutions has always been the biggest goal of the operation of institutions.Taking survival as the goal is mainly restricted by the common survival dilemma of regions,including vicious competition caused by strong dependence on government support policies,single and unstable source of funds for institutional operation,low resource acquisition and financing ability,and unshakeable position caused by confusion of role orientation.This study conducted a participatory observation on the social work institutions under the public venture capital project in Wushen Banner,and interviewed 12 people related to the venture capital project.The results show that when the survival of the organization is guaranteed,the organization goal begins to have a richer connotation,that is,from the original focus on survival strategy to the promotion of regional industry from the perspective of development.That is to say,the operation mode of institutions is transformed from government led service to government purchase and non-profit-making to support the sustainable operation of institutions.At the same time,the goal has also realized the transformation from survival to development.
