| Since the implementation of the national policy of deploying public education for normal students,various provinces have actively responded to the implementation of the provincial normal student training policy.Since the implementation of the public funded education policy for provincial normal school students,a large number of high-quality teachers have been provided for rural education in various provinces,effectively promoting the development of rural education.However,in the process of implementing the policy,the issue of default of provincial public funded normal school students has gradually become prominent.The emergence of the problem of breach of contract is not only a great waste of educational resources,but also a significant impact on the education industry to a certain extent.Therefore,it is of great significance to study the breach of contract of provincial public funded normal school students to promote the development of education.This study takes Shandong Province as an example and uses empirical research methods to study the default problem of provincial public funded normal school students.1、 Through quantitative investigation on public funded normal school students,it is found that:(1)The problem of default intention among provincial public funded normal school students is relatively serious,and the generation of default intention presents an early trend.Some normal school students already have default intention before entering school;(2)There are significant differences in the intention to breach contracts in different places,places of residence,and grades.The intention to breach contracts among students signing public funded normal schools in different places is significantly higher than that of students signing non local public funded normal schools.The intention to breach contracts among students signing public funded normal schools in cities is significantly higher than that of students living in rural areas.The intention to breach contracts among senior public funded normal school students is significantly higher than that of students signing public funded normal schools in other grades;(3)The policy identification model has the strongest correlation and prediction effect on default intention,followed by the training process model,and the professional identification model has the lowest.2 、 Through interview survey on graduates of public funded normal school students,the following findings are found: 1.Research on breach behaviors of public funded normal school students:(1)The types of breach behaviors of public funded normal school students are divided into: "initial intention" not to change,and "transformation from nothing to something";(2)The influencing factors of default behavior of public funded normal school students include: policy attraction,professional identity,key events,and personality traits.2.The research on non defaulting public funded normal school students with intention to breach the contract found that:(1)the types of public funded normal school students with intention to breach the contract but not breaching the contract were divided into: passive performance under "family" pressure,attempted performance under "marriage" factors,and active performance under "organization" attraction;(2)The influencing factors of public funded normal school students’ intention to default but not to default include: policy attraction,professional identity,personality traits,family participation,key events,and marital conflicts.Based on the results of empirical research,relevant suggestions are put forward on the issue of breach of contract by public funded normal school students.Firstly,the government should improve the rationality of public funded normal school students’ policies by optimizing enrollment and trans-regional "staffing" transfer methods,improving public funded normal school students’ postgraduate entrance examination policies,appropriately reducing the length of service of public funded normal school students,fulfilling the policy of returning fees upon arrival,establishing integrity files,and improving employment policies,Improve the scientific nature of the management of public funded normal students by realizing the "rural" transformation of the special management of public funded normal students;Secondly,entrusted colleges and universities should improve the training mechanism of public funded normal students by establishing an assessment and incentive mechanism for public funded normal students,improving the early warning and advance/retreat mechanism for public funded normal students,and establishing a default prevention and control mechanism for public funded normal students.They should continuously optimize the training links such as integrity education,teacher ethics education,and rural cultural identity cultivation to improve the training quality of public funded normal students;Finally,public funded normal school students should keep their promises and take on their mission,constantly strengthening their professional and reflective abilities to improve their own quality. |
