Since the 18 th National Congress of the Communist Party of China,revitalizing football is the strategic task of the country to develop sports and build a strong sports country,and unswervingly promoting reform,revitalizing football,and building a "star-filled" training camp for campus football are inevitable requirements for realizing the high-quality development of campus football in China.The construction of a scientific and complete quality evaluation system for the construction of campus football "Full of Stars" training camp is conducive to a clearer review and supervision of the campus football "Full of Stars" training camp,promotes its more efficient and practical reform and development,and greatly improves the work efficiency and the scientific rationality of evaluation results with the assistance of the evaluation system.At this stage,the evaluation and standards of campus football "full of stars" training camp are not clear,and a set of scientific evaluation system has not yet been formed,so this study takes the three-dimensional mass structure theory as the evaluation basis,uses literature method,Delphi method and analytic hierarchy method and other research methods to construct the quality evaluation system of campus football "full of stars" training camp,and conducts empirical research and analysis on the 5 campus football "full of stars" training camps selected by the Ministry of Education from 2018 to 2020,that is,Hebei Province.The following findings were mainly obtained:(1)Build a quality evaluation system for the construction of campus football "full of stars" training camp,and through continuous screening,finally determine 3 first-level indicators of "structural quality","process quality" and "result quality",11 second-level indicators such as "organizational guarantee","football culture" and "talent introduction",and 38 third-level indicators such as "development planning","camper assessment" and "intramural competition".(2)The analytic hierarchy method was used to calculate the weight of each index,and the evaluation scale of the construction quality of the campus football "full of stars" training camp was determined,of which the first-level indicators "structural quality" accounted for 26%,"process quality" accounted for 63.4%,and "result quality" accounted for10.6%.(3)Hebei Province Shijiazhuang Chang’an District "Full of Stars" training camp88.66 points,Qinhuangdao City Haigang District "Full of Stars" training camp 81.13 points,Handan City Quzhou County "Full of Stars" training camp 76.88 points,Xingtai City Wei County "Full of Stars" training camp 76.68 points,Qinhuangdao City Qinglong Manchu Autonomous County "Full of Stars" training camp 75.86 points,it can be seen from the score that among the 5 campus football "Full of Stars" training camps evaluated,there are 2 campus football "Full of Stars" The training camp is a good campus football "full of stars" training camp;There are 3 campus football "full of stars" training camps for secondary school football "full of stars" training camps.(4)Through the evaluation and research of 5 campus football "full of stars" training camps in Hebei Province,some potential problems in the development process of campus football "full of stars" training camps were found,based on this,optimization strategies were proposed for the quality development of campus football "full of stars" training camps in Hebei Province: that is,improve organizational guarantee,improve condition guarantee,strengthen assessment guarantee,create football culture,promote football teaching,optimize football training,strengthen football competition,and improve talent introduction and output.
