Promoting the construction of twin-city economic circle in Chengdu-Chongqing region is a major strategic support to realize the layout of high-quality development of China’s regional economy;scientific and technological innovation is an important part of promoting the quality and efficiency of economic development,and talents are the key subject to realize scientific and technological innovation.The innovation achievements of scientific and technological talents can be transformed into real productivity to promote the high-quality development of regional economy,while the high-quality development of economy can better serve the scientific and technological talents from several dimensions,and create better growth conditions and provide a stage for the development of talents to display their talents.Therefore,it is of great practical significance to study the coordinated relationship between the innovation ability of scientific and technological talents and the high-quality economic development for the construction of Chengdu-Chongqing growth pole.This paper collects and organizes data of 31 indicators measuring the innovation capacity of scientific and technological talents and high-quality economic development of16 prefecture-level cities in Chengdu-Chongqing twin-city economic circle from 2011 to2020,and constructs an indicator system for the innovation capacity of scientific and technological talents and high-quality economic development.In the empirical study,firstly,the entropy value method is used to measure the level of innovation capability of scientific and technological talents and high-quality economic development;secondly,the coupling coordination model is introduced to measure the coupling coordination level of innovation capability of scientific and technological talents and high-quality economic development,and the spatial and temporal evolution characteristics of the coupling coordination level of innovation capability of scientific and technological talents and high-quality economic development are explored based on the natural discontinuity analysis and alpha convergence analysis;finally,the gray Finally,the main and secondary factors influencing the synergistic construction of scientific and technological talents’ innovation ability and high-quality economic development are analyzed through the gray correlation model.The conclusions of the study are as follows:(1)The comprehensive level of science and technology talent innovation capacity of cities in Chengdu-Chongqing twin-city economic circle shows an overall upward trend in time sequence,but most cities have a large development gap with Chengdu,Chongqing and Mianyang.In terms of spatial pattern evolution,most cities within the Chengdu-Chongqing twin-city economic circle are still in the primary stage of science and technology talent innovation capacity development;(2)the level of economic high-quality development of cities in the Chengdu-Chongqing twin-city economic circle has made steady improvement during the period under study,among which a total of 6 cities have increased their economic high-quality development ratings,accounting for about 37.5%,and cities located near the central axis of the Chengdu-Chongqing twin-city economic circle,such as Suining City,Yibin City and Luzhou City,most of them have achieved a stage leap,and the twin-core leading development of Chengdu and Chongqing City has played a certain driving role for the lagging cities during the examination period;(3)the average value of coupling and coordination degree of each city in Chengdu-Chongqing twin-city economic circle has increased by 0.15 during the examination period,which is close to the stage of near disorder,and the overall synergistic construction has achieved certain results,with Chengdu City and Chongqing City in the absolute leading position.In terms of spatial hierarchy distribution,a bipolar pattern is formed with Chongqing as the single core leader in the east,Chengdu as the inner core in the west,and Deyang and Mianyang as the outer core;(4)the main influencing factors of coupling and coordination in each region show differentiation,but most cities mainly promote the system coupling and coordination degree by promoting the construction of high-quality economic development system,and GDP growth rate,labor productivity and retail sales of social consumer goods are the key factors to improve GDP growth rate,labor productivity and retail sales of social consumer goods are the key factors to improve the system coupling coordination,indicating that at the current stage,we still cannot blindly talk about quality in isolation from growth.Finally,this paper puts forward the following policy recommendations:(1)break administrative barriers appropriately so as to give full play to the advantages of the two poles and enhance the efficiency of resource flow within the region;(2)increase the training and introduction of scientific and technological talents,attach importance to the development of higher education,and improve the incentive policy for the introduction of scientific and technological talents;(3)build a public service platform for collaborative innovation in the Chengdu-Chongqing twin-city economic circle,deepen the cooperation between universities and enterprises to promote the technological research of important and difficult points in the industry;(4)improve the employment and social security system,tap new growth points in the rural economy,and revitalize the regional economy.
