Since the reform and opening up,China ’s economy has undergone a transformation from pursuing rapid economic development to pursuing high-quality economic development.In terms of regional economic construction,efforts should be made to create the largest scale agglomeration effect through the construction of urban agglomerations,and to promote the development of surrounding small and medium-sized cities while comprehensively improving the economic and social benefits of urban agglomerations.For example,the important economic growth pole in the western region is the Chengdu-Chongqing economic circle,and the " dual core " of "Chongqing-Chengdu " drives the development of surrounding cities.Economic development is inseparable from the support of talents,and scientific and technological talents are the key factors to realize the innovation-driven development strategy.To achieve high-quality economic development,we must do a good job in the reserve of scientific and technological talents.The reserve or agglomeration degree of scientific and technological talents in the region has an important relationship with the quality of regional economic development.In order to better serve the high-quality development and construction of regional economy,it is necessary to study the factors affecting the agglomeration of scientific and technological talents,especially the impact of the high-quality development level of regional economy on the agglomeration of scientific and technological talents.In order to explore the impact of high-quality economic development level on the agglomeration of scientific and technological talents,this paper first clarifies the dimensions of high-quality economic development in the Chengdu-Chongqing Economic Circle by constructing an evaluation system of high-quality economic development indicators in the Chengdu-Chongqing Economic Circle,and uses the entropy weight method to measure the high-quality development comprehensive index.At the same time,in order to measure the agglomeration of scientific and technological talents in the Chengdu-Chongqing Economic Circle,the index of location entropy of scientific and technological talents is introduced;secondly,based on the data of high-quality economic development and agglomeration of scientific and technological talents in the Chengdu-Chongqing Economic Circle from 2011 to 2020,the current situation of the research object is analyzed.Then,on the basis of the previous basis,the basic regression model is used to explore the impact of high-quality economic development on the agglomeration of scientific and technological talents in Chengdu-Chongqing region.Then,after drawing preliminary conclusions,the spatial Dubin model is used to further explore whether the addition of spatial factors will affect the research conclusions;then,the spatial Dubin model effect decomposition-partial differential method is used to explore the size of spatial spillover effect.Finally,in order to ensure the scientificity of the empirical model and the rationality of the empirical results,a robustness test was conducted.The study found that :(1)The distribution of scientific and technological talents in the double-city economic circle of Chengdu-Chongqing region is not coordinated,and scientific and technological talents are concentrated in a significant spatial correlation;(2)The high-quality economic development level of Chengdu-Chongqing economic circle has a strong promoting effect on the agglomeration of scientific and technological talents in the region,and the spatial spillover effect of high-quality economic development level is relatively large;(3)In addition to the impact of high-quality economic development,the level of scientific and technological talent agglomeration is also greatly affected by government intervention.According to these research conclusions,the following main suggestions are put forward :(1)Improve the level of scientific and technological talent agglomeration,give full play to the effect of scientific and technological talent agglomeration.;(2)Establish and improve the talent introduction policy,improve the quality of scientific and technological talent agglomeration;(3)Build a market environment where effective market and promising government complement each other.
