In the context of the transformation of our economic development from high speed growth to high quality growth,the mode of capital driven economic growth is not sustainable,and talent will become the important factor driving economic growth.The competition center between regions has turned to the competition for all kinds of talent and knowledge.China’s 14th Five-Year Plan and 2035 Vision Outline call for a more open human resource policy,a research and innovation hub where domestic and foreign talents gather,talent vitality and innovative development advantages in an all-round way.In this context,how to improve the attraction of scientific and technological talents in the region,give full play to the effectiveness of the policy of scientific and technological talents introduction,and achieve a good situation of talent-driven development will become an important link in the development process of each region.The development of urban agglomerations with the central city but not the core is the main trend of high-quality development in the future region.The Key Task of New Urbanization Construction(2019)includes Chengdu-Chongqing metropolitan group into the development strategy of the four urban agglomerations.As the "fourth growth pole" being built by our country,Chengyu metropolitan groups have a sound industry base.Therefore,optimizing policy tools for introduction of science and technology talents will be of great significance to enhance the appeal of Chengyu region to science and technology talents,promote the transformation and upgrading of traditional dominant industries,and promote the development of high-quality in Chengyu region.Based on the classification of policy tools,this paper takes human capital theory,public policy theory and "push-pull" theory as the theoretical basis of the research,and uses the method of questionnaire survey to collect and process data,and sorts out the policy of scientific and technological talent introduction in Chengdu-Chongqing metropolitan cluster.Combining theory and practice,this paper analyzes the necessity and path of optimizing the existing policy tools of scientific and technological talent introduction in Chengdu-Chongqing metropolitan area.It is found that the Chengdu-Chongqing metropolitan area has the following deficiencies in the use of various policy tools in the process of scientific and technological talent introduction:Compared with the urban agglomeration in the eastern developed areas,the supply-oriented policy tools are weaker in attracting scientific and technological talents;Fewer demand-oriented policy tools are used,resulting in the incompatibility between the introduced scientific and technological talents and the local industrial structure,which is not conducive to the stable play of the effect of the policy.Highly homogeneous talent introduction policies within urban groups may further aggravate the unbalanced distribution of talent resources,which is not conducive to the coordinated development of urban agglomeration.The empirical study shows that,on the one hand,the scientific and technological talents in Chengdu-Chongqing metropolitan area have the lowest satisfaction with demand-oriented policy tools,which confirms the problems existing in the application of the policy tools of scientific and technological talents introduction,especially the demand-oriented policy tools in Chengdu-Chongqing metropolitan area.On the other hand,the satisfaction of scientific and technological talents to the policy tools will affect the flow intention of scientific and technological talents,which verifies the view that the use of policy tools will affect the effect of policies.Drawing on the policy characteristics of the developed countries and the mature urban agglomerations to attract science and technology talents and promote the development of the urban agglomerations,this paper puts forward the following suggestions:1.Strengthen the use of the demand-oriented policy tools,promote the adaptation of science and technology talents to the development of local industries,and adjust the uncoordinated development of small and medium-sized cities and core cities;2.In order to enhance the competitive advantage of the policy of introducing scientific and technological talents in Chengdu-Chongqing metropolitan area,the use of supply-oriented policy tools should be weakened to alleviate the contradiction between "demand for scientific and technological talents" and"regional ability to pay";Third,strengthen the use of environment-oriented policy tools,promote the coordination and cooperation of various policy tools,consolidate the achievements of scientific and technological talent introduction,and prevent brain drain.The innovations of this paper are as follows:(1)Different from the existing literature which mainly studies the talent policies of one or more provinces and cities,this paper studies the policy of scientific and technological talent introduction in Chengdu-Chongqing metropolitan group and puts forward specific suggestions for the high-quality development of Chengdu-Chongqing metropolitan group.(2)Starting from the micro perspective of policy tools,this paper explores the effectiveness of policy tools in the introduction of scientific and technological talents in Chengdu-Chongqing metropolitan area and the causal relationship between policy tools and the flow intention of scientific and technological talents,so as to achieve policy optimization.
