Research On The Policy Optimization Of Cultivating High-quality Farmers In Liaoning Province

Under the background of the rural revitalization strategy,high-quality farmers are the core force to promote agricultural modernization and rural revitalization.Liaoning province is in the critical period of economic transformation and upgrading,and high-quality rural rural talents are needed to promote the development of rural economy.Therefore,Liaoning province needs to strengthen policy guidance and support,and strive to improve the quality and efficiency of high-quality rural cultivation.based on this,This paper studies the policy text of high-quality farmer cultivation,Using a combination of quantitative and qualitative methods,To conduct a comprehensive analysis of them,In order to understand the formulation and implementation of high-quality farmer policies in Liaoning Province,And the overall deployment and target positioning of Liaoning Province in the cultivation of high-quality farmers in Liaoning Province,From the theoretical level to provide the adjustment and optimization of high-quality farmer cultivation policy in Liaoning Province;Secondly,in combination with the reality,From the perspectives of government and high-quality farmers,a thorough understanding of the typical cultivation cases of high-quality farmers in Liaoning Province,Grasp the impact of the government on high-quality farmers in the process of implementing policies,And the focus of farmers on cultivation policies,In as to provide a basis for the adjustment and optimization of high-quality farmer cultivation policy in Liaoning Province,Help to develop more scientific and sound policies,To provide targeted policy suggestions for cultivating high-quality farmers in Liaoning Province.This paper is divided into six chapters to analyze 66 provincial policy texts for high-quality farmers in Liaoning province from 2012 to 2021 based on the perspective of policy text analysis.The main contents include:(1)characteristic analysis of policy text,Using the statistical analysis method,To describe and analyze the characteristics of high-quality farmer policy texts,the subject of formulation and the characteristics of issuing form;(2)Using the literature research method,Combing the evolution process of high-quality farmer policies,Combining policy tool theory,policy analysis theory and rural talent core drive model,Building a 3D analysis framework,"policy tool-policy goal-development stage";(3)Content analysis of the policy text,Using the content analysis method,The 66 policy text content was coded using the NVivo11.Plus software,Combined with the content of the policy text of cultivating high-quality farmers in Liaoning Province with the three-dimensional analysis framework,Performed a one-dimensional analysis and a multidimensional crossover analysis,Further understand the use of policy text policy tools and policy objectives.(4)Combined with the cases of Liaoning Province,the case analysis method is used to understand the farmers’ concerns and actual needs of the policy,conduct multiple case analysis,and draw conclusions.The study shows that:(1)from the perspective of the characteristics of policy text,the policy type structure of high-quality farmers in Liaoning province is diverse and guiding,and the subject of policy text formulation has weak unity and authority.(2)From the perspective of the content of policy texts,the overall and internal sub-dimension distribution of policy tools are characterized by concentration,difference and imbalance,while the overall distribution of policy objectives is relatively balanced,but there are differences in internal sub-dimensions.(3)From the perspective of policy makers(the government),the rational use of policy tools can improve the comprehensive quality of farmers,improve their professional skills and cultivation effect,and improve the status of farmers in economic and social development.(4)From the perspective of policy recipients(high-quality farmers),the reasonable combination of policy tools and policy objectives is helpful to meet the "practical and practical" needs of high-quality farmers.This paper proposes the following suggestions: first,improve the effectiveness of the policy text and enhance the overall planning power of the policy;second,optimize the internal structure of the policy tools and enhance the effectiveness of the cultivation content;third,improve the matching degree between the policy tools and the policy objectives,establish a long-term cultivation mechanism,and enhance the overall planning.
