| Less than a year after the promulgation of the "three-child" policy,public opinion is mixed with some controversial voices.How to make the public identify,accept the new policy and further transform it into action is the focus of the state and the government.Under the background of the current national fertility policy,media on the birth policy,the public discussion of "three children" issues is influenced by the media agenda,under the current media agenda the public public opinion and how emotional direction,media how to better guide the public on rational discussion.With these problems,the author choose from the perspective of news communication,using the agenda set theory and network emotional theory to study the mainstream media and commercial media in the Internet environment for birth policy law and mood and attitude of public opinion,so as to better guide the media in the public opinion guidance of birth issues.This paper chooses the "three children" policy as the case study,to sina weibo platform in three traditional media and three commercial media as the research object,with content analysis studied the "three children" policy network discussion in the media agenda,public agenda and emotional direction,help media constantly optimize the agenda of public policy,to guide public opinion.The study found that comparing mainstream media and commercial media reports on the "three-child" issue has both common laws and different characteristics.Under the media agenda,the public discussion on the "three-child" policy focuses on the three-child parenting,the issues left over from the one-child policy,women’s independent awareness of marriage and childbearing and other issues.From the public agenda and media agenda analysis,research found that the content of independent and independent,present from the feedback to actively participate in the change,fertility issues other directivity will also promote "social intermediary factors" topic discussion content is often more likely than policy itself to trigger the resonance and participation.Secondly,the interaction between the media agenda and the public agenda also presents a two-way shaping relationship.Public discussion of the "three-child" policy From the perspective of issue distribution,the follow-up and implementation of supporting measures are hot topics of great concern to all the three emotions.Negative emotions and neutral emotions are clearly directed in education,medical care,housing prices,pension,and employment.The content of positive emotions,in addition to expecting the real implementation of the policy rules,there are also some public’s right to call for individual reproductive freedom is inviolable.Based on the above conclusion,this study puts forward the vigilance "group polarization" weaken the rationality,promote equality between men and women,media supervision duties,avoid simple surface policy transmission,make good use of new media channels and public dialogue,public opinion guidance should be through policy cycle,to create a benign development of birth policy good public opinion environment. |
