In the revitalization of rural areas,talents come first.Rural talents are the drivers of the implementation of national policies at the grassroots level,the leaders of the creation of highquality industries in rural areas,the advocates of the spread of advanced culture in rural areas,the maintainers of the perpetuation of a beautiful environment in rural areas,and the key forces for the realization of Chinese-style socialist modernization and the improvement of weaknesses in rural areas.The key to the promotion and implementation of the rural revitalization strategy is to rely on talents to lead the development of rural industry,culture,organization and other aspects.Talent is an important strategic resource for the realization of rural revitalization.Strengthening the support for the revitalization of rural talent,cultivating and using rural talent well and rationally allocating rural talent resources are important preconditions for the realization of Chinese-style agricultural and rural modernization.Dalian has a variety of characteristic industries,such as grain producing areas,aquatic products producing areas,fruit and vegetable producing areas.Compared with most other villages,Dalian needs a variety of rural talents,and faces more complex problems in talent introduction and training.Under the background of promoting the strategy of rural revitalization and realizing the modernization of Chinese agriculture and rural areas,It is particularly important to build a team of rural talents who understand agriculture,love the countryside and love farmers.The total number of existing talents is difficult to meet the needs of promoting rural revitalization;Second,the structure of talents is unreasonable,the types of talents do not match the actual needs of rural development;Third,the situation of local talents is not good,farmers lack of subject consciousness is difficult to carry out human capital development;Fourth,the serious brain drain,the one-way transfer of rural talents to the city is difficult;Fifth,the working mechanism of talents needs to be improved,and the lack of incentive mechanism makes the rural environment unattractive.The research analyzes the causes of the problems from four aspects of policy,economy,culture and society,and classifies the work of rural talents at home and abroad into various types,such as policy guidance,environment optimization,human-production combination,and cultivation of rural talents,so as to draw lessons from advanced talent work experience.To the existing problems,the author puts forward some countermeasures and suggestions,such as stimulating the internal motivation,perfecting the talent policy,adjusting the talent structure and perfecting the talent retention mechanism.
