Research On The Guarantee Mechanism Of Social Forces Participating In Archival Affair

The participation of social forces in archival affairs is not only the main way to meet the right demands of social forces to obtain archival information and shape group memory,but also the important way to realize the modernization of archival governance system and governance capacity and promote the high-quality development of archival undertakings in the new era.However,it is extremely complicated to organize social forces to participate in archival affairs extensively and orderly.How to maintain the participation enthusiasm and continuity of social forces and guarantee the quality of participation results is the key to promote the participation of social forces in archives affairs and realize good management of archives.This paper reviews the development process of social forces’ participation in archival affairs in terms of practice,policy and theory,and summarizes the ways of social forces’ participation in archival affairs as archival resources donation,archival business cooperation,archival voluntary service,monitoring and support,independent archives management,and analyzes the external and internal conditions that drive social forces’ participation in archival affairs.It points out that in the process of social forces’ participation in archival affairs,the social forces’ participation consciousness is weak,the participation ability is insufficient,the participation purpose is profit-driven,the participation continuity is insufficient,and the factors that restrict social forces’ participation in archival affairs,such as the imperfect incentive mechanism of archival departments,the incomplete platform construction,and the absence of access and evaluation mechanism,are shown.Under the guidance of social mutual-construction theory,governance theory and archival multiverse,it is finally proposed that the participation of social forces in archives affairs should be in order to ensure the controllable behavior of social forces participation,and the establishment of institutional guarantee mechanism including access and evaluation system,professional training system,supervision and feedback system.In order to improve the participation enthusiasm of social forces,the establishment of an incentive guarantee mechanism to optimize the publicity of archives work,expand the participation content,and enrich the incentive methods;In order to guarantee the quality of participation results,the resources guarantee mechanism of platform construction,personnel security and fund security should be established to promote the virtuous circle of social forces’ participation in archives affairs.
