With the continuous construction of digital cities,large-scale systems are playing an increasingly important role in city management.However,the construction and maintenance of these large systems require a large amount of capital and technical investment,which is not easy for some city management units to afford.Therefore,more and more city management units choose to outsource the construction and maintenance of digital city management large-scale systems to professional software companies.However,due to the relative complexity of large systems,there are numerous risks during the implementation of outsourcing projects.Therefore,as a contractor,how to effectively manage the outsourcing risks of large systems in urban management and reduce the possible risks in project implementation has become an important issue that needs to be solved at present.Based on project risk management theory and software outsourcing theory,this study conducted an in-depth research on the outsourcing risk management of LY’s City A urban management comprehensive law enforcement big data platform construction project from the perspective of a general contractor.First,the interview method and fishbone diagram method were used to comprehensively identify the outsourcing risks of the project,and a total of 12 major categories of risks were identified.Then,these risks were quantitatively evaluated using expert scoring method and process failure mode and consequence analysis,and were classified into five risk levels:high,high,medium,low and very low.For each risk level,corresponding countermeasures and response strategies were proposed.In the process of project risk management,the project risk monitoring mechanism and project risk report are used to track and monitor the response to outsourced project risks.Based on the study of software outsourcing risks in LY,this paper draws the following conclusions:First,in the outsourcing risk identification phase,a combination of interview method and fishbone diagram method can comprehensively consider all aspects and factors of the outsourcing project to identify potential risks more comprehensively.Second,in the outsourcing risk assessment phase,PFMEA and expert scoring methods were used to derive a score for each risk.The ranking of risk factors in order from highest to lowest can distinguish the level of demand risk more accurately.Third,in the outsourcing risk response phase,different response measures are taken for high,medium and low risks.In particular,for the highest risk point of contractor selection risk,the "POC verification" method is introduced to better control the risk.Fourth,in the outsourcing risk monitoring phase,project risk reports and customized risk monitoring mechanisms are used to monitor and manage project risks in real time.Through feedback and documentation,timely communication and risk response are facilitated.
