After the 18 th CPC National Congress,the Party and the government have actively promoted the construction of China’s public cultural service system,issued a series of guidelines and policies,and implemented a number of cultural benefit projects to improve the efficiency of public cultural services,and build a socialist cultural power.The public library is an important part of the public cultural service system.The improvement of the service efficiency of municipal public libraries is not only conducive to the improvement and development of the public cultural service system,but also conducive to meeting the cultural needs of the people.In recent years,the basic public service concept of municipal public libraries in Anhui Province has been gradually clarified,the system has become mature,the policies have been improved,the system security has been enhanced,and the readers’ satisfaction continues to increase,but the service efficiency still needs to be improved.This article is based on the five laws of library,new public service theory and public governance theory,selects the municipal public libraries of Anhui Province as the research object,collects the service status of municipal public libraries of Anhui Province through statistical yearbooks,annual report of the Anhui Municipal Public Libraries and the Alliance,public network,digital consulting and other ways,and points out the existing problems,And through the construction of library service efficiency evaluation model to conduct empirical research on the analysis data,screen out the common factors that have a greater impact on service efficiency,corresponding strategies are put forward to improve the service efficiency of municipal public libraries in Anhui Province.The main content is divided into 5 parts.The first chapter is the introduction,introduces the relevant background and significance of the research,as well as the research on the service efficiency of public libraries at home and abroad.The second chapter is related concepts and theoretical basis.It defines the concept of public library,municipal public library,public library service and service efficiency,and briefly expounds the four theoretical bases of "The Five Laws of Library Science","New Public Service Theory","Public Governance Theory" and "Performance Evaluation Theory of Public Library" based on which this research institute is based.The third chapter is the current situation of the service of municipal public libraries in Anhui Province.It briefly introduces the development process of public libraries and the current situation of municipal public libraries,and makes a descriptive analysis of the service data collected from the statistical yearbook,the annual report of Anhui Public Library Alliance,the annual report of municipal public libraries and other channels.The fourth chapter is the empirical analysis of the service efficiency of public libraries in Anhui Province.By constructing and verifying the input-output index system,the factor analysis was carried out on the service efficiency of 18 separately established municipal public libraries in Anhui Province from 2018 to 2021,and analyzes the influential "human and financial resources factors","service environment factors","public participation factors" and "activity organization factors",as well as the average service efficiency of each library.The fifth chapter propose corresponding strategies to improve the service efficiency of municipal public libraries in Anhui Province.The first is to improve the service guarantee system and establish a scientific evaluation system;the second is to promote digital construction with the help of new technologies;the third is to improve the quality of personnel and optimize the service system;the fourth is to strengthen social cooperation and enhance development capabilities.Only with the joint participation of the government,libraries,the public and other groups,and continuous improvement of the construction of public libraries,can the improvement of service efficiency be achieved. |
