Research On Measurement And Improvement Strategy Of High Quality Development Level Of China’s Publishing

The Sixth Plenary Session of the 17 th Central Committee of the Party,the Party Central Committee historically put forward the construction of a strong cultural state,adhere to the material and spiritual civilization on both hands.As an important part of the cultural industry with cultural heritage,ideological dissemination and ideological leadership,the publishing industry has assumed an indispensable role in the construction of a strong cultural nation.Entering a new era,the industry embarked on the road of high-quality development,and whether the publishing industry can achieve high-quality development,related to the successful completion of the publishing power,effective promotion of the construction of a strong cultural country and promote better and faster economic development and other work.At present,research on high-quality development of publishing industry is emerging,but there are not many results that systematically and comprehensively study the current situation,level measurement,influencing factors and improvement strategies of high-quality development of publishing industry,therefore,it is important to study the level measurement and improvement strategies of high-quality development of publishing industry.Based on the above background,this paper first of all systematically composes the theories related to the high-quality development of the publishing industry.Next,a more comprehensive analysis of the current situation of development of the publishing industry from five aspects: scale,structure,talent,efficiency and industry segments.Once again,by constructing an index system containing five aspects of innovation,coordination,green,openness and sharing,the Entropy-Topsis model was used to measure the level of high-quality development of China’s publishing industry.Finally,the index system of influencing factors of high quality level of publishing industry is constructed with the support of theoretical mechanism analysis,and the influence of each influencing factor on the high quality development of publishing industry is tested empirically with Tobit model.The main findings of the full paper are as follows:First,it verifies the feasibility of establishing a practically applicable model for high-quality development of the publishing industry,and constructs a scientific,comprehensive and operable model for measuring the level of high-quality development of the publishing industry.The second is to measure the high quality development of the publishing industry.The high quality development level of China’s publishing industry has gained significant growth from 2008-2021,and the annual increment of the high quality development level of the publishing industry before 2015 is small and the fluctuation of the growth rate change is large;the annual increment of the high quality development level of the publishing industry after 2015 is large and the fluctuation of the growth rate change is small.Thirdly,it is found that there is an internal uneven and insufficient phenomenon in the high-quality development of the publishing industry.Compared with the three development levels of innovation,green and sharing,the level of coordinated and open development shows a clear trend of lagging behind.Fourth,the high-quality development of China’s publishing industry is positively influenced by the level of investment in innovation,quality of human resources,business environment and system,but external factors are more significant than the impact of internal factors.Based on the above conclusions,in order to further enhance the high quality development of the publishing industry,this paper proposes the following enhancement strategies: first,increase the intensity of investment in publishing science and technology R&D,second,improve the internal and external economic environment of the industry,third,continuously improve the quality of talent supply,and fourth,enhance the relevance and regulatory role of policies,and explains the specific development of each countermeasure in three aspects.
