The report of the 19 th National Congress of the Communist Party of China pointed out that issues relating to agriculture,rural areas and rural people are fundamental to China as they directly concern our country’s stability and our people’s wellbeing,to revive rural areas.Since the 18 th National Congress of the Communist Party of China,China has completed the task of poverty alleviation in the new era as scheduled,thanks to the efforts of the entire party and peoples of all ethnic groups.The achievements of poverty alleviation can be connected to rural revitalization,as it is related to the establishment of a “dual circulation” development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement and a modern socialist country and the goal of the second centenary dream.During the transition to rural revitalization,the policy of rural revitalization in areas shake off poverty mainly focused on promoting anti-poverty monitoring and assistance policies.Whether the policies can be spread to areas shake off poverty at present is related to the effect of implementing China’s rural revitalization strategies.In this article,the writer used the semi-structured interview method to collect the information about how 23 people,including officials and farmers,spread the antipoverty monitoring and assistance policies in areas shake off poverty.In addition,the writer used the Grounded theory to analyze the interview data and concluded that the79 initial concepts,16 main categories,and 5 core categories have influences on the dissemination of the policies.Finally,combining core categories and the interview data of respondents from selective coding,the writer analyzed the relationship between every category and the effectiveness of disseminating the policies and build a model of effect factors.Researchers have found that anti-poverty monitoring and assistance policies,the operation of the Rural Revitalization Office,the ways to spread policies,the factors of audience and the feedback of the effectiveness of the policies exert influences on the effectiveness of disseminating rural revitalization policies.Specifically,those effects are the comparative psychology of the farmers determines how to spread grassroots policies,the awareness of not flaunting wealth among rural residents and the illiterate or aging farmers or farmers with illnesses for several years.The introduction to digital management in the anti-poverty monitoring and assistance policies has determined the operation of the Rural Revitalization Office and the policies changed some traditional values of farmers as they get some benefits from the policies,such as money.The contingency theory used by officials in rural areas and the media literacy of the members of villagers committees also influence the effectiveness of disseminating policies.Last but not lease,the feedback of the effectiveness improves the collective efficacy of the Rural Revitalization Office.In conclusion,the model of effect factors about the effectiveness of disseminating the policies of rural revitalization in areas shake off poverty contributes to the research of the effectiveness,helps us have a better understanding of the effect factors of the effectiveness and provides references for the formulation and improvement of rural revitalization policies in areas shake off poverty.
