| With the development of urbanization in China,under the background of sustained population growth and rapid economic development,the contradiction between the limited supply of land resources and the unlimited growth of social needs is increasing.Since the reform and opening up,because of the large-scale development and utilization of land resources,more and more cities are starting to encounter land-use bottleneck,while a large number of idle and inefficient land did not get the rational use.The fragmented distribution of land resources is difficult to sustain the sustainable development of cities and industries.In this paper,the issue of post approval regulation of state-owned construction land assignment in Dongguan would be further explored,so as to solve the problem of the government’s improper role,blurry responsibility and absent function.After the in-depth analysis of the status of the post regulation of state-owned construction land assignment in Dongguan,it is known that the public transfer of the state-owned construction land makes the value of the land obvious and puts forward higher requirements for the post approval regulation.The post approval regulation of state-owned construction land has been actively explored in Dongguan.Action against the historical idle land is carried out and the long-term regulation of new construction land is improving.A certain institutional basis and successful experience have been accumulated.However,the situation of post approval regulation of state-owned construction land is still severe,the current regulatory mechanism cannot fully adapt to the current direction and requirements of the development of land management.The current post approval regulatory mechanism has problems and deficiencies.The government is more concerned with the supply of new land,despising the regulation of supplied land.The consolidated regulation of land development has not been established yet.Idle land is difficult to deal with.The reason is that the government has dual roles of operator and managers,lack of effective multi-sectoral co-management of regulation,and many factors lead to the accumulation of idle land.The improvement measures are put forward in four aspects,optimizing management mechanism,strengthening the regulation of cohesion,classification disposal,and improving the internal assessment. |
