| As an important part of the concept of "innovative,coordinated,green,open and shared"development,green development plays an important guiding role in the harmonious development of human and ecology,as well as the development of the complex system of cconomy-resourcesociety."The Belt And Road" initiative is implemented with the concept of green development,aiming to solve the contradiction between human and ecology.Therefore,this paper takes the provinces along "The Belt And Road"(except Tibet)as the research object,and studies the green development level of each province with the help of entropy method and obstacle factor model.The main research contents are as follows:First,starting from the connotation of green development and combining with the green "One Belt And One Road" development concept,a comprehensive evaluation index system of green development with 32 three-level indicators is constructed by taking the quality of economic development,the bearing capacity of resources and environment and the benefit of social coordination as the first-level indicators.Second,the entropy method is used to measure the comprehensivc scores of the green development level and first-level indicators of each province from 2014 to 2019,and the ranking and spatio-temporal evolution of the measured results of each province are analyzed.Thirdly,the correlation analysis between the firstlevel indicators from 2014 to 2019 and green development is carried out.Fourthly,with the help of factor obstacle degree model,the important factors that hinder the improvement of green development level are explored.According to the comprehensive analysis,the green development level of most provinces in 2019 has improved compared with that of 2014,but the imbalance of regional development is still significant.Economically developed regions such as guangdong,Shanghai,zhejiang green development level have firmly,and increased year by year,but the resource environmental bearing capacity is weak,yunnan,qinghai,guangxi and other regions of resource environmental bearing capacity is good,but the quality of economic development and the social coordinating benefit is relatively backward,cause the overall green development level is relatively backward;According to the correlation analysis,the quality of economic development and the benefit of social coordination are significantly correlated with green development.According to the obstacle degree analysis,the full time equivalent of R&D personnel in industrial enterprises above designated size has the largest obstacle degree to most provinces,and three of the top five obstacle degree indexes are in the social coordination benefit index layer.Based on the results of the study,this paper proposes that improving the level of regional green development in China should focus on the overall development.It is suggested to increase the investment in scientific and technological innovation,develop new energy and improve the energy structure,vigorously develop new service industry and transform the industrial development mode,so as to achieve the goal of high-quality sustainable development. |
