The Study On China’s Constructive Cooperation Of Green Belt And Road Initiative

General Secretary Xi Jinping has profoundly proposed to practice the concept of green development into the process of the Belt and Road(B&R)initiative and to jointly build Green Belt and Road with countries along the route.Promoting the cooperation of Green Belt and Road is not only a major decision to implement the new development concept,but also to reflect China’s strength and wisdom,and it is also a realistic measure for China and the participation countries to jointly achieve the Sustainable Development Goals.This paper concentrates on the frontier issue of Green Belt and Road cooperation construction,closely following the major decision-making arrangements for socialist construction with Chinese characteristics in the new era,and focuses on national policy priorities and academic research hotspots.It has certain timeliness and foresight.On the basis of reviewing relevant research,this paper synthetically applies Marxist political economy,ecological economics,international economics and other theoretical and empirical research methods,and makes a comprehensive study of the following related issues.First,the Green B&R complies with the global green development cooperation trend,which is a useful supplement to the global green development cooperation system.It responds to the needs of the countries along the route to drive economic growth and narrow the gap of development,improve the quality of life and ensure social stability,intensive use of resources and reduce the demand for pollution emissions,support green innovation and raise the level of scientific research,and the need to protect the living environment and maintain ecological balance.The common interests of green development are forming a strong link between China and the countries along the route.All parties have made positive progress in cooperation concept,consensus and action.Second,on the basis of comparing and drawing on the relevant evaluation system of green development,the paper set up a Green Development Capability(GDC)evaluation index system composed of one first level indicator,five second level indicators,ten third level indicators and thirty fourth level indicators,so as to quantify the green development level of the countries along the B&R.By establishing GDC index evaluation system,paper finds the results showing three major characteristics,including the scores of the countries along the route are different,the geographical differences are significant,and the upward trend is obvious.Third,according to the differences of GDC between China and the countries along the B&R,paper sets up a cooperative selection mode,and divides four types of cooperation modes: low capability cooperation mode,empowerment capability cooperation mode,high capability cooperation mode,and induction capability cooperation mode.Then the paper separately discusses their characteristics and contents.Fourth,from the perspectives of GDC improvement factors,regional cooperation,and coordinating appeal differences,paper analyzes the cooperative potential between China and B&R countries.Fifth,by using spatial Dubin model to empirically test the impact of cooperative construction,it is found that cooperative construction has both direct and spillover effects,which are conducive to the improvement of GDCs of the B&R countries and their neighboring countries,and the impacts of different cooperation approaches on North and South countries are different.Sixth,On the basis of the previous basic viewpoints and conclusions,paper proposes specific policy recommendations from three aspects: innovating cooperation mode,stimulating cooperation potential and broadening cooperation path.This paper copes with the theoretical and practical needs of promoting Green B&R,a new type of regional cooperation arrangement,reflecting the advancement of socialist political economy with Chinese characteristics.On the one hand,this study has important academic value.It is not only inheriting and innovating the theory of green development in Marx’s political economy,but also answering questions about how to promote the Green B&R cooperation from China’s perspective.On the other hand,this paper uses GDC evaluation system,cooperative selection model,spatial Dubin model and other research methods to put forward corresponding theoretical and practical issues,such as objective evaluation,cooperation pattern selection,potential judgment and empirical analysis,which provides useful exploration and has certain innovative and forward-looking significance.
