Study On The Effect Evaluation Of Long-term Care Insurance Experimental Implementation In Pengzhou City

At present,the problem of aging population in China is becoming increasingly severe,and the number of disabled and semi-disabled elderly population is steadily on the increase.In order to effectively solve the problem of long-term care for disabled elderly people and properly deal with the problem of population aging,China organized 15 cities to carry out the experimental implement of long-term care insurance system in June 2016.As a new policy,summarizing the experimental results in time is of great significance to form practical experience for promoting the long-term development of the policy.However,there are few studies on the evaluation of the effect of the experimental implementation,and there is no research report on the effect of the experimental implementation in Pengzhou City.Therefore,this work takes the implementation effect of the long-term care insurance of Pengzhou City as the research object.We investigate and analyze the experimental implementation by using the welfare pluralism and Maslow’s hierarchy of needs,and summarize the framework of the long-term care insurance and the effectiveness of the experimental implementation.Through in-depth interviews with the staffs in the relevant departments of the long-term care insurance,the relevant data are acquired.Then the evaluation indexes are initially screened by using the performance evaluation theory and the SMART principle.Then,the evaluation index system of the experimental implementation effect of the long-term care insurance is constructed by using the Delphi expert consultation method.The weight coefficients of the evaluation indexes are obtained by using the analytic hierarchy process.Finally,the evaluation index system and the fuzzy comprehensive evaluation method are used to carry out an empirical study on the implementation of Pengzhou City.The result indicates that the implementation of the long-term care insurance gives general effect.At the same time,some existing problems are found during the empirical study,such as insufficient manpower,insufficient of care institutions and imperfect disability assessment standard.In view of these problems,some practical suggestions are put forward,such as strengthening organization and leadership,expanding the scope of guarantee,cultivating professional talents,strengthening the care industry,etc.This work further deepens the understanding of the long-term care insurance,and provides advices for improving and perfecting the long-term care insurance in Pengzhou and Chengdu.Meanwhile,it can provide reference for establishing a stable and sustainable national policy for the long-term care insurance.
