| With the increasingly prominent environmental problems, how to effectively control environmental pollution and achieve sustainable development of environmental protection and economy is one of the current hot issues in our country.ISO 14001 certification helps enterprises to carry out environmental management practices, enhance environmental protection awareness and ability, promote continuous improvement, and enable enterprises to have a good social image.thereby enhancing their competitive advantage. However, with the vigorous development of the certification market,on the one hand, the certification industry is not standardized, and the quality of auditors is mixed. These internal and external obstacles make some experts and scholars question the validity of ISO 14001 certification. Therefore, this study aims at the barriers that affect the effectiveness of ISO 14001 certification, combined with the existing research basis, and extracts five factors:policy barriers, certification organization barriers, top management barriers, knowledge barriers and process barriers. In order to verify the influence of obstacle factors on certification effectiveness and the interaction between obstacle factors,a model of obstacle factors for ISO 14001 certification effectiveness was constructed, and a measurement scale was designed to collect data through questionnaires for empirical analysis. Finally, based on the research and analysis results of the obstacle factors in this study, suggestions for improving the effectiveness of ISO 14001 certification are put forward for different subj ects. The main conclusions of this paper are as follows:(1)Policy barriers, certification organization barriers, top management barriers, knowledge barriers, and process barriers all have a significant positive impact on the effectiveness of ISO 14001 certification through direct or indirect effects.(2)Analyze the role path of policy barriers and certification organization barriers affecting the certification effectiveness gap through chain mediation. The results show that top management barriers, knowledge barriers and process barriers play a full mediating role in the impact of policy barriers and certification organizational barriers on the certification effectiveness gap.(3)The path analysis shows that knowledge barriers play an intermediary role in multiple impact paths.indicating the importance of enterprises acquiring external knowledge and transforming internal capabilities. This study provides empirical evidence for identifying the internal and external barriers that affect the effectiveness of ISO 14001 certification, and analyzes the impact path of external barriers, providing a reference for further analysis of barriers. Finally, this paper puts forward targeted suggestions for enterprises to improve the effectiveness of ISO 14001 certification from three aspects:enterprise internal, certification organization, and government supervision. |
