| The Ministry of agriculture and the national development and Reform Commission issued the national agricultural sustainable development plan(2015-2030)in may2015,pointing out that vigorously promoting agricultural sustainable development is an inherent requirement for realizing the "five in one" strategic layout and building a new agricultural modernization road with Chinese characteristics.Agricultural sustainable development is also an important carrier to achieve the strategic goal of Rural Revitalization.Yanbian Prefecture,as a key agricultural development area in Jilin Province,under the background of rural revitalization,according to the policy guidance,evaluates the degree of agricultural sustainable development,and then improves the evaluation results,which has important practical significance for Yanbian Prefecture to achieve the goal of agricultural sustainable development and Rural Revitalization.Therefore,present and analyze the current situation of agricultural sustainable development in Yanbian Prefecture in the four aspects of ecology,economy,resources and science and technology,build an agricultural sustainable development system suitable for Yanbian Prefecture according to the national agricultural sustainable development norms,and comprehensively evaluate the agricultural sustainable development of Yanbian Prefecture from2009 to 2019 by using the principal component analysis method and cluster analysis method,and obtain the main influencing factors and the annual comprehensive scores,Based on the clustering results and the situation of Yanbian Prefecture,the main reasons for the clustering years are analyzed.The results show that:(1)it is estimated that the most influential factor on the sustainable development of agriculture in Yanbian Prefecture is the amount of chemical fertilizer,which is 9.88%,followed by the use of plastic film,urbanization rate,agricultural output value,land productivity and per capita disposable income of rural population,which are 9.44%,8.13%,7.63%,7.24% and 7.11% respectively,The factor that has the least impact on the whole is the effective irrigation area,which is 2.24%.(2)From 2009 to 2019,the comprehensive evaluation value of agricultural sustainable development level in Yanbian Prefecture increased from-0.2318 to 0.4753,and the score is increasing every year,indicating that the agricultural sustainability in Yanbian Prefecture is relatively stable,agricultural upgrading,rural progress and farmers’ development.(3)The agricultural sustainable development stage of Yanbian Prefecture from 2009 to 2019 has gone through four stages:non-agricultural sustainable development,starting agricultural sustainable construction,primary agricultural sustainable construction and intermediate agricultural sustainable construction.After years of development,the agricultural sustainable development of Yanbian Prefecture is in the intermediate stage of construction by 2019.(4)The first category of agricultural sustainable development classified according to the system clustering method corresponds to 2009-2010.It is found that the ecological aspect hinders the sustainable development of agriculture;The second category corresponds to 2011-2014.It is analyzed that agricultural economic policies play a role in promoting the sustainable development of agriculture;The third category corresponds to 2015-2016.It is found that agricultural science and technology and economic policies have promoted development;The fourth category corresponds to 2017-2019.The analysis shows that resources and science and technology policies play a promoting role.It shows that the driving factors of agricultural sustainable development in Yanbian Prefecture are different in each stage.It is necessary to carefully study the current situation of agriculture in each stage in order to find out the agricultural sustainable policies and internal factors that adapt to the annual development.To sum up,this paper puts forward countermeasures and suggestions to realize the sustainable development of agriculture in Yanbian Prefecture under the background of Rural Revitalization.Specifically,it includes four aspects:promoting green production and recycling mode to improve the level of ecological sustainable development,increasing urbanization rate and agricultural output value to improve the level of economic sustainable development,focusing on mechanical power and transformation of scientific and technological achievements to improve the level of scientific and technological sustainable development,and improving forest protection mechanism to improve the level of resource sustainable development... |
