Performance management is critical for human resource management.Scientific and effective performance management should enable each department to perform its own functions,improve staffs enthusiasm,enhance team cohesion,and then finally boost the company’s competitiveness.More and more enterprises attach importance to find talents,improve staff’s efficiency and achieve the strategic objectives by improving performance management.This thesis selects ZS rail transit company as the research object.ZS rail transit company is a newly established rail transit enterprise,which is responsible for the operation and management of the PPP project of Z Metro Line 3,as well as facility maintenance and commercial operation in the station.Because the company is in the early stage of its establishment,it doesn’t have enough understanding of performance management and the investment of this part is not enough,resulting in that the company has some problems with the process and result.Compared with the traditional subway operation company,PPP project company has greater autonomy,which provides a good opportunity for the company’s reform.This thesis combs and summarizes the relevant theoretical knowledge of performance and performance management,clarifies the differences and relations between performance appraisal and performance management,and defines the SOP of performance management.It collects a large amount of information about ZS’s daily operation and management through field visit and investigation,original data access and analysis,employee interview and other methods,combines with the company’s PPP project background,organization structure and the characteristics of human resources and finds out its existing problems,for example,the goal of the KPI assessment is not linked to the strategic goals,there is a lack of quantifiable evaluation indexes,and the assess sometimes isn’t implemented,from the perspective of the performance plan making,the KPI assess’s implementation,the performance feedback and so on.Due to the lack of performance communication and guidance in the process of performance management,there is less encouragement to employees.After finding the rooted causes,this thesis will use the relevant theoretical knowledge of performance management,the characteristics of PPP project and the rail transit industry as well as the Balanced Scorecard theory to redesign the KPI performance appraisal system and improve the appraisal indicators and evaluation process from four aspects of finance,passenger service,internal operation management and employee learning and development.By strengthening performance communication and guidance,etc.,it will help ZS rail transit company to improve its core competitiveness and achieve its development strategic objectives.Although this thesis takes ZS rail transit Company as the research object,there are similar performance management problems occurring in the whole rail transit industry.The investigation and analysis of ZS Company’s performance management,and a series of reform measures for ZS Company’s performance management will be vital for the whole rail transit industry,in particular,it has certain practical significance for the same type of PPP enterprises.
