With the promulgation of the "Opinions on Comprehensive Budget Performance Management" of the Central Committee of the Communist Party of China,performance evaluation has increasingly become the focus of work in the field of fiscal budgeting.Urban rail transit,which is closely related to people's daily life,is an important part of public service.At present,the imbalance between supply and demand of urban rail transit in China is more serious,and it is necessary to increase investment in the government to improve supply mathematics and quality.On the other hand,with the slowdown of economic growth,local finances are even more stretched.Therefore,the PPP project that makes full use of social capital has developed rapidly,and the performance evaluation of PPP projects has attracted wide attention.At present,there are many problems in the performance evaluation of urban rail transit PPP projects,which greatly affects the orderly development of urban rail transit PPP projects.In this context,it is of great theoretical and practical significance to study the performance evaluation of urban rail transit PPP projects.This paper attempts to construct a performance evaluation framework system throughout the life cycle of urban rail transit PPP projects from the perspective of socially independent third parties.Firstly,starting from the four dimensions of the Balanced Scorecard,the literature evaluation method is used to propose the performance index “index pool”,and the final index system is obtained by the questionnaire survey method.Then,the fuzzy comprehensive evaluation method is used to design the performance evaluation program,and the Wuhan orbit is adopted.The first phase of the traffic line 8 project to verify the framework system.The following conclusions are drawn: For Line 8 itself,first,among the first-level indicators,the financial dimension is the highest,and the sustainable development dimension is the lowest.Second,in the secondary indicators,profitability and financing capacity account for a relatively high proportion,which intuitively reflects the value-for-money ability,and public satisfaction accounts for a relatively high proportion.It may be a large number of public in the sample and a secondary indicator of the internal management dimension.The difference in proportion is small,reflecting the concept of the whole life cycle assessment of the project,and the environmental benefits are relatively low,indicating that the public is not paying enough attention to the environment.Third,in the four dimension evaluation scores,the lowest financial dimension score may be that the project operation time is short,the financial indicators are not fully displayed,and the stakeholders score the highest,reflecting the multi-win situation in the PPP projects.For the performance evaluation system constructed,the applicability and operability of the performance evaluation system constructed in this paper is confirmed by the simulation application of Line 8.Then pointed out the problems that should be paid attention to in the performance evaluation of urban rail transit PPP projects.First,the design of a relatively reasonable evaluation index system,from the perspective of selecting appropriate evaluation methods,optimizing the quantity and quality of indicators and maintaining the dynamics of the performance evaluation system.Second,in improving the realism of data,it is important to pay attention to reducing the loss of information in the process of index conversion and ensuring the reliability of data sources.Finally,based on the evaluation results of this paper and the problems encountered in the research,the following policy recommendations are proposed.First,in terms of PPP projects construction,first improve the PPP projects construction capability,first pay attention to the timeliness of financial indicator information release,and secondly pay attention to the project.Risk allocation problem.Secondly,strengthen the ideology building of the people's sustainable development.The second is the performance evaluation of PPP projects.The first is to improve the performance evaluation framework system,and propose corresponding suggestions for the performance index system construction,performance evaluation methods and indicator data acquisition.The second is to strengthen the PPP projects performance evaluation practice work,first of all from the perspective of improving the risk monitoring and evaluation system and designing the dynamic demand monitoring mechanism of stakeholders,to improve the infrastructure for performance evaluation,followed by the relevant institutions and personnel ability perspective improves the authority of PPP projects performance evaluation.
