Research On The High Quality Development Of Agriculture In China

Agriculture is the foundation of the national economy.The healthy,orderly and highquality development of agriculture is of far-reaching significance to the realization of socialist modernization.No.1 central document explicitly in 2022 stressed that we should stick to the general keynote of "prioritizing stability while pursuing progress" in order to do the work of three issues of agriculture,the countryside and farmers well,and promote the development of high quality,and promote common prosperity and promote the modernization of agriculture and rural areas.Guided by the new development philosophy,this paper expounds the connotation,characteristics and relevant theories of agricultural high-quality development,focusing on the construction of agricultural high-quality development index system and level measurement analysis,combining the problems existing in agricultural high-quality development,and analyzes the typical models of agricultural high-quality development at home and abroad,and study the basic ideas and policy suggestions to promote the high-quality development of agriculture.The main contents include:Firstly,it expounds the connotation and characteristics of agricultural high-quality development,and analyzes the relevant theories of agricultural high-quality development.Agricultural high-quality development is a comprehensive concept.It not only refers to the dynamic evolution process of improving the level of agricultural output and promoting agriculture to achieve more efficiency,higher quality and sustainability,but also includes the overall improvement of agricultural innovation ability,more coordinated and optimized structure,green and sustainable production mode and significant enhancement of international competitiveness,so as to meet the needs of people’s better life,forming a state of development in which agriculture is high-quality and efficient,suitable rural areas for living and working,and rich and prosperous farmers;The high-quality development of agriculture is characterized by the improvement of innovation driven ability,the coordination and optimization of economic structure,the greener mode of production,the deepening of opening to the outside world and the solid promotion of common prosperity.On this basis,the relevant theories of agricultural high-quality development is analyzed by expounding the basic position theory of agriculture,innovation driven theory,dual economic structure theory,sustainable development theory and agricultural modernization theory.Secondly,it build a high-quality agricultural development index system.Guided by the new development concept and based on the analysis of the connotation and characteristics of agricultural high-quality development,21 secondary indicators are selected from the five levels of innovative development,coordinated development,green development,open development and shared development to build an agricultural high-quality development index system,and each indicator is weighted by entropy method.Thirdly,it analyzes the current situation of high-quality agricultural development in China.According to the agricultural high-quality development index system,the comprehensive score of agricultural high-quality development of all provinces(autonomous regions and municipalities directly under the central government)in China is calculated by TOPSIS method,and its development status is analyzed.The research shows that the overall development level of high-quality agriculture in China shows an upward trend.Most of the eastern regions are more developed,ahead of the central and western regions;Among the subsystems of high-quality agricultural development,the overall situation of shared development is good,and the level of green development in most provinces is not high.In terms of innovation,coordination and open development,the eastern region is more advanced,and there is a gap between the central and western regions and the eastern region.Through spatial autocorrelation analysis,it is found that high-quality agricultural development presents obvious agglomeration characteristics in space,and the trend is increasing.In view of the current situation of China’s agricultural high-quality development level,this paper analyzes the problems existing in promoting agricultural high-quality development from the aspects of weak innovation driving ability,coordinated development needing to be promoted,poor green development,low level of agricultural opening-up and sharing effect needing to be deepened.Fourthly,it analyzes the typical models of high-quality agricultural development at home and abroad.Foreign countries,represented by the United States,the Netherlands and Israel,respectively analyze the high-scale large farm model in the United States,the hightech agricultural development model with high quality and high yield in the Netherlands and the agricultural development model with high input and high output in Israel.Taking Shandong Province as the representative at home,this paper analyzes the green development model,the integration development model of three industries and the development model driven by science and innovation in Shandong Province.Fifthly,it puts forward the basic ideas and countermeasures to promote the high-quality development of agriculture.The basic idea of agricultural high-quality development is to take quality reform as the core,efficiency reform as the starting point and dynamic reform as the guarantee.The countermeasures and suggestions are as follows: Adhere to the strategy of high-quality agricultural development and strengthen the support of high-quality agricultural development;Implement the concept of coordinated development and promote the optimization of economic structure;Strengthen the awareness of green development and implement the thought of sustainable development;Broaden the thinking of open development and improve the international competitiveness of agriculture;Implement the concept of shared development and solidly promote common prosperity.
