The 2020 government work report proposed to "improve the effectiveness of state-owned assets and state-owned enterprises" and implement the three-year action plan for the reform of state-owned enterprises.Mixed ownership reform is a major policy for strengthening and optimizing state-owned enterprises.Over the years,the active implementation of the pilot practice of state-owned enterprises has also provided valuable materials for in-depth exploration of the implementation path of mixed reform.At this stage,China’s comprehensive deepening reform has entered a critical moment.The task of the new round of reform is "classified reform".As a commercial class II state-owned enterprise,whether the mixed reform can make substantive progress has a significant impact on the development of China’s market economy under the new normal.Specific functional state-owned enterprises are difficult to further promote the mixed reform because of their unique monopoly position and the particularity of policies and industries.Only by solving the substantive problems existing in such state-owned enterprises and optimizing their mixed reform ideas can we promote the in-depth development of the mixed ownership reform.Some scholars proposed that the reform should be promoted by classification and stratification according to the requirements and direction of national classification reform and in combination with the situation of enterprises.Some scholars also pointed out that the separation of functional and monopoly businesses is the breakthrough of the reform of state-owned enterprises with monopoly nature.But how?How effective is the reform? It is difficult for academia to unify the conclusions and select typical case studies,which has strong practical significance.Based on the above background,based on the analysis of the relevant concepts,theoretical basis and current situation of the mixed reform of specific functional state-owned enterprises,this paper selects China National Petroleum Corporation,a typical specific functional state-owned enterprise,as a case to analyze the reasons for its reform,the selected mixed reform mode,the path of implementing the mixed reform in the professional subsidiary platform and the functional field with monopoly nature,and the effectiveness of the reform.In the specific analysis of the path scheme of Petro China promoting the implementation of mixed reform of subsidiary platforms,this paper selects the "Petro China Engineering" company under Petro China group as the path example to deeply analyze the scheme design path of Petro China promoting the listing reform of subsidiary platforms.The nature of the exploration business and the analysis of the monopoly business are mixed,which has the nature of the monopoly business.The study found that limited by its huge asset system,diversified business system and the special nature of the group level,Petro China chose the bottom-up reform mode in the mixed ownership reform,implemented hierarchical and classified reform,and overcome the problems of mixed reform from the level of subsidiary business and monopoly business.Further research shows that: at the subsidiary level,the scattered "Petroleum Engineering" companies with the same business nature in the group are integrated and reorganized into the specialized Engineering subsidiary "CNPC Engineering" for listing,and the introduction of high-quality external investors for joint operation effectively improves the short-term market effect,market competitiveness and performance level of "CNPC Engineering" companies;We reformed the classification of monopoly businesses,carried out diversified joint ventures and cooperation with non-state-owned investors,broke the monopoly boundary,and steadily increased the oil and gas exploration and production,the total mileage of oil and gas pipelines and the natural gas sales output year by year.The mixed reform of state-owned enterprises has always been a hot issue in China,but the theoretical research related to the mixed reform of state-owned enterprises still lags behind the practical development.Scholars still argue about the reform mode,path,equity ratio and effectiveness,and are still in the pilot summary stage.Based on the relevant research background and theoretical knowledge,combined with the problems and characteristics of the mixed reform of specific functional state-owned enterprises,this paper puts forward relevant suggestions on the reform and development of CNPC and the reform of specific functional state-owned enterprises by specifically analyzing the mixed reform mode selected by the mixed ownership reform of CNPC,the implementation path of integrating the reorganization and listing of specialized subsidiaries and the measures of monopoly business classification reform,To a certain extent,empirical and perfect the relevant theoretical research on the classified reform of state-owned enterprises and the mixed ownership reform of state-owned enterprises of different sizes in different fields,which can also provide reference and reference for the mixed reform practice of other specific functional enterprises in China.
