In the report of the 19 th National Congress of the Communist Party of China(CPC),General Secretary Xi Jinping emphasized the need to speed up the construction of an innovative country under the new development concept.As the source of scientific and technological innovation,R&D activity,its investment scale,intensity and structure are important standards to measure the innovation level of a region.In recent years,although the overall innovation level of China has been improved effectively under the premise of increasing R&D investment,the output efficiency of scientific and technological achievements is still low.One of the causes of this phenomenon is that the efficiency of innovation resource allocation is not high in China,especially the structural difference of R&D investment of innovation subject does not match the level of regional economic development.Therefore,exploring how to rationally allocate R&D resources of innovation subjects according to different stages of economic development will help to improve the allocation efficiency of resources and promote the further improvement of regional innovation ability.Based on the panel data of 30 provinces in China from 1998 to 2018,this paper empirically analyzes the impact of R&D investment structure of different innovation subjects on regional innovation capability by using the fixed effect model.It is found that the structural difference of R&D investment of innovation subjects has an obvious nonlinear effect on regional innovation capability,and is closely related to regional economic development level.Therefore,in order to further explore the correlation between structural differences in R&D investment of innovation subjects and regional innovation capability,this paper will use the "threshold regression" theory to construct a threshold regression model with economic development level as the threshold variable to empirically test the impact of different R&D investment structures of innovation subjects on regional innovation capability.Results show that the enterprise R&D input structure of regional innovation capability plays a significant role in the effects of single threshold effect,and scientific research institutes and universities R&D input structure’s influence on the regional innovation capability are significant double threshold effect,and three kinds of innovation of R&D input structural differences are present obvious impact to the regional innovation ability of inverted u-shaped pattern.Based on the analysis of the above conclusions,it is clear that the government should rationally optimize the allocation of R&D resources according to the different stages of its own economic development and the difference of economic structure,and according to the difference of the forces of different innovation subjects in the high-quality economic development.When the economic development level is low,the regional government should guide the three types of innovation subjects to increase their R&D investment gradually,and adjust the R&D investment tendency of research institutes and universities according to the dynamic change of economic development level,so as to effectively allocate the resource elements of all kinds of innovation subjects.When the economic development level is in the middle level,the government should adhere to the enterprise-led innovation mode,appropriately support and guide the R&D investment of research institutes and universities to guarantee the basic innovation research demand.When the level of economic development is at a high level,the government should,on the basis of the existing input distribution structure,promote the deepening cooperation among innovation subjects from the perspective of collaborative development,so as to realize the co-construction and sharing of innovation resources.
