| The report to the 19 th National Congress of the Communist Party of China puts forward that innovation is the primary driving force for development.In the new era of building innovative country and regional coordinated development strategy,producer services have become an important industrial support for regional innovation.Producer services are characterized by high knowledge and technology content,wide industrial radiation,strong penetration and driving force,and are rapidly becoming a growth pole leading regional innovation and development.Because producer services tend to cluster with similar or related industries,and the agglomeration has externality,it is of great significance to give full play to the agglomeration effect of producer services,realize the linkage and coordinated development of various cities in the region,and then improve the overall innovation capability of the region.As the most active region in China’s economic development,the Yangtze River Delta is also the most dynamic frontier of innovation and development in China.The Yangtze River Delta has gathered a lot of human capital and resources,which has laid a foundation for the rapid development of producer services and formed the corresponding agglomeration area of producer services.However,the development of the Yangtze River Delta region is unbalanced within the region,and the innovation resource endowment and innovation capability are different among the regions.Relatively speaking,Shanghai,Jiangsu and Zhejiang occupy the main innovation resources in the Yangtze River Delta,while Anhui is a barren area of innovation resources.The agglomeration level and innovation ability of producer services in central cities and marginal cities are still quite different,which restricts the improvement of the overall innovation capability in the Yangtze River Delta region.This provides a good empirical material for studying the effect of producer services agglomeration on regional innovation capability from the perspective of industry,region and external heterogeneity.To this end,this dissertation takes 41 prefecture-level and above cities in the Yangtze River Delta region as research objects,and uses panel data from 2003 to 2018 to study the impact of producer services agglomeration on regional innovation.It’s of great significance for the implementation of the integrated development strategy and the promotion of collaborative innovation development of the Yangtze River Delta.Compared with previous studies focusing on manufacturing agglomeration,under the background of the rapid development of the service industry,this dissertation selects producer services with active innovation,high industrial integration and strong correlation as the research object,and chooses the Yangtze River Delta region as the spatial scale scope of the research.Based on the innovation characteristics of the Yangtze River Delta region,a comprehensive evaluation index system of regional innovation capability is constructed to explore the important impact of producer services agglomeration on regional innovation capability.This dissertation discusses the effect and mechanism of producer services agglomeration on regional innovation capability from the perspectives of region,industry and externality,and constructs the theoretical framework of producer services agglomeration on regional innovation capability.It highlights the perspective of externality clarifies the mechanism of action generated by three different types of externalities,investigates the mechanism of action generated by externalities from the perspective of regional and industrial differences,and pays special attention to Porter Externality and their non-linear effects,which have been neglected by previous studies.It is also the contribution and innovation of this dissertationBased on the theory of industrial agglomeration,the theory of innovation and the theory of externality,systematically studied the effect of producer services agglomeration on regional innovation capability.It reveals the present situation and space distribution characteristics of productive services agglomeration and regional innovation capability level in Yangtze River Delta.Using quantitative analysis methods such as spatial econometric model,the threshold effect regression model of quantitative analysis method for the study of means,this dissertation examines the threshold effect and spatial spillover effect of producer services agglomeration on regional innovation,and clarifies the influence and mechanism of producer services agglomeration on regional innovation capability.The basic conclusions of the research are as follows:(1)From the perspectives of different industries,regions and externalities,the agglomeration characteristics of producer services in the Yangtze River Delta region are significantly different.This is related to the characteristics of producer services subdivision,regional resource endowment,actual situation of industrial structure and agglomeration mode under different externalities,which also leads to the difference in the effect of agglomeration on innovation.(2)The regional innovation capability in the Yangtze River Delta region show the characteristics of spatial correlation,spatial difference and "club" convergence.The overall spatial correlation of regional innovation capability in the Yangtze River Delta region is positive.In terms of spatial distribution,the regions with strong regional innovation capability are concentrated in the eastern part of the Yangtze River Delta,while the regions with weak regional innovation capability are concentrated in the northwest part of the Yangtze River Delta.At the same time,the innovation capability of the Yangtze River Delta region has a big difference,showing a continuous shrinking trend,and appears the convergence phenomenon of cross-province " club ".(3)There are significant regional and industrial differences in the effect of producer services agglomeration on regional innovation capability.There are significant differences in the impact and spatial spillover effect of producer services agglomeration on local innovation in high,medium and low concentration regions.In terms of producer services subdivision,there are significant differences in the impacts and spatial spillover effects of different segmenting industry agglomeration and industry agglomeration at different levels on local innovation.This means producer services agglomeration should be combined with the characteristics of different regions and different producer services segments to consider effectively playing the innovation effect.(4)There are significant differences in the impact of producer services agglomeration on regional innovation capability under different externalities,also there are regional and industrial differentiation characteristics.This also indicates that,when laying out producer services,attention should be paid to the agglomeration mode under the effect of different externalities,the hierarchical division of labor of the industry and the actual situation of the region.(5)The producer services agglomeration under different externalities has a nonlinear threshold effect on regional innovation capability based on the role of the government,and this nonlinear threshold effect also has regional and industrial differentiation characteristics.This indicates that in the process of the producer services agglomeration to promote regional innovation development,the role of the government should be adjusted appropriately.Based on the above conclusions,relevant policy suggestions are put forward.Firstly,return to the "economic zone" of agglomeration and release the innovation effect of agglomeration.Secondly,adjust the internal structure of producer services and promote the agglomeration of high-end industries.Thirdly,the positive externality effect of agglomeration should be brought into full play according to local conditions.Fourthly,overall planning to stimulate the "positive spillover" of producer services agglomeration.Fifthly,pay attention to the threshold effect of the role of the government and adjust the role of the government appropriately. |
