Under the background of rising tide of scientific and technological innovation,the global information and industrialization network has gradually taken shape,making the distance between countries in the world smaller,and time and space can no longer be an obstacle to the development of world economic development and scientific and technological innovation activities.Knowledge and technical factors gradually replace capital and labor force as an important component of regional economic development,and innovation ability is also a key factor for regional development.China is a country with a long history and many provinces and cities.Because of different levels of economic development,different resource endowments,and different cultural backgrounds,each region adopts different regional innovation models,lead to obtain rewards have certain differences in the number of achievements of science and technology.At the same time,with the development of a knowledge-based economy,the links between government,companies,and university research institutions have become increasingly close.The regional innovation model has also evolved from the single subject model to the single subject model,the double subject model,and the multi subject model.Under this premise,this paper studies the impact of regional innovation system and innovation theory of university-industry-government based innovation on regional innovation capability.Through the combing and analysis of existing research results and related literature at home and abroad,this paper first reviews the connotation,main constituent elements,and innovation structure of the regional innovation system;secondly,the concept and regional differences of regional innovation capability based on the regional innovation system,and the influencing factors were reviewed.Finally,the different models of university-industry-government innovation were elaborated,and the analysis of the influence of the cooperative models of university-industry-government cooperation on the regional innovation capability was analyzed.This article uses the location of the winning projects as the standard,and the statistics of the 2000-2017 National Prizes Science and Technology Progress in 31 provinces and cities in China.Regional award-winning distributions and the ways in which their innovation results are generated are divided into single subject model,double subject model,and multi subject model.Three innovation modes respectivelyanalyzed the influence of the regional innovation ability,and in the eastern coastal areas,the central region and western region's co-operative mode of regional innovation ability the influence of transverse comparison.The study found that the award winning areas of the National Prizes for Science and Technology Progress are highly concentrated in major coastal innovative provinces and cities such as Beijing,Shanghai,Shandong,Jiangsu and Guangdong;only the single subject model and the double subject model have a nationwide scope.The innovative ability has a significant positive impact,and the multi subject model's impact on the regional innovation capability has not achieved the expected results.The conclusion of the study is that only those provinces and cities with unique and dynamic regional innovation systems,which have the characteristics of cultivating and cultivating top-notch universities with scientific elites,strong scientific research funding,and an open,relaxed,liberal academic environment,can obtain more technological rewards.And different regions should choose the appropriate cooperation model for the region based on regional characteristics.
