The urban agglomeration economy is increasingly transforming into the primary mode of regional economic development in my country,and it plays a critical role in regional rivalry and collaboration,as well as encouraging regional coordinated development.The growth of urban agglomerations is likewise plagued by challenges such as fierce competition,industrial isomorphism,and excessive development gaps due to the inadequacy of the integrated and coordinated development mechanism of urban agglomerations.In this context,state-level new areas can influence the division of labor in urban agglomerations and promote highquality development of urban agglomerations by adjusting the urban industrial structure as a comprehensive strategic platform to serve the overall situation of reform and opening up.On the basis of a review of the literature on urban division of urban agglomerations and state-level new areas,this study examines the evolution process of urban division in urban agglomerations and the main characteristics of state-level new areas.The industrial division index,service industry division index,producer service industry division index,and living service industry division index of urban agglomeration are all measured in this article.This research uses the difference in difference approach to examine the policy effects of the construction of state-level new areas on the division of labor among urban agglomeration cities,using panel data from 216 urban agglomeration cities in China from 2003 to 2019.The findings suggest that the establishment of state-level new areas improves the level of industrial and functional division of labor in urban agglomerations,and that the policy effect will reach the maximum in 6 to 7 years,but there are considerable heterogeneity effects.Furthermore,the mediating effect of industrial structure adjustment has increased dramatically as the urban industrial division of urban agglomeration has evolved into the urban functional division of urban agglomeration.Based on the findings,this article proposes the following policy recommendations to help state-level new areas better play their role in promoting the division of labor in urban agglomerations,the integrated and coordinated development of urban agglomerations.First,improve the state-level new areas policy evaluation mechanism and promote high-quality state-level new areas development.Second,improve the functional integration of state-level new areas and encourage the integrated development of state-level new areas and administrative areas.Third,improve urban agglomeration integrated development mechanisms and realize coordinated development of state-level new areas and urban agglomerations.
