Research On The Development Quality And Level Measurement Of China’s Service Industry

Now,we’re in a new era dominated by service economy.The important role of service industry as the largest industry and employment subject in the national economy is self-evident.Meanwhile,there are a lot of problems restricting the development of China’s service industry,such as the lack of advantageous service enterprises;the internal structure is low-end,and the capital and manpower which are spend on it are way too much;the difficulty for people to share the fruit of development ia high;unbalanced and insufficient development of social service industry.In addition,there are few studies on the development quality of service industry at home and abroad.How to effectively promote it to develop has become the starting point of this paper.On the basis of the research on Marx’s quality economic thought,service labor theory and the theory of high-quality economic development in the new era,this article redefines the connotation of the quality of service industry development.The quantity and quality of input and innovation output continue to grow,the industrial structure and ownership structure are continuously optimized,labor efficiency,capital efficiency,and energy consumption efficiency are increasing,and economic and social benefits are generally rising.On this basis,it further summarizes the main characteristics of service industry development quality optimization from four perspectives: innovation momentum is becoming stronger and innovation is the first driving force;structural reform is advanced in an orderly manner,and the industrial structure is advanced and the internal structure is modernized.And the ownership structure is moving towards rationalization;efficiency improvement has achieved obvious results,and efficiency problems have been improved through quality human,capital,and energy input;quality benefits continue to be released,and economic and social benefits are synergistically to improve the quality of service industry development.Based on the connotation and improvement characterization of service industry development quality,this research puts forward four major mechanisms for improving service industry development quality: factor optimization mechanism,division of labor promotion mechanism,innovation promotion mechanism,and system guarantee mechanism.The factor optimization mechanism takes human capital,technological innovation and data elements as the main content,and improves the development quality of the service industry through high-quality input of innovative talents,innovative technologies and data elements;division of labor can be achieved through labor specialization,professional diversification,and roundabout production In this way,the internal productivity and structure of the service industry can be improved,and the development quality of the service industry can be stimulated and improved from the external environment by means of economic organization.Innovation relies on urbanization and industrialization,through the flow of production factors between regions and industries,to ensure the input and efficiency of the service industry development,and rely on information technology to provide the driving force for the development of the service industry.The comprehensive role of the socialist basic economic system,the service industry market access system,and the service industry talent training system has improved the system construction for the improvement of service industry development quality,guaranteeing the improvement of the service industry development quality in all aspects and at multiple levels.The four major mechanisms are synergistically intertwined and integrated to promote the development of the service industry to a high-quality direction.In order to better measure the feasibility of improving the quality of service industry development,this article has constructed a three-level indicator system for service industry development quality,and selected data from 31 provinces and cities in my country from 2011 to 2020,from the provincial,regional,and national levels.Three levels use the entropy method to evaluate the development quality of my country’s service industry.The results show that the quality of service development in my country is on the rise.Although there are fluctuations,the overall growth trend is good.From a provincial perspective,the quality of service industry development in various provinces has generally improved,but the differences are very obvious;from a regional perspective,the four major regions of the east,northeast,central,and west show obvious tiered distribution,and the quality of service industry development in the eastern region is far higher In other regions,the Northeast region is second,and the service industry development quality in the central and western regions is poor.From a national perspective,the growth of efficiency improvement dimension is the best,efficiency improvement,structure optimization dimension and innovation drive The growth of dimensions is not optimistic,and breakthroughs are needed.In view of the conclusions drawn from the analysis of the indicator system,this paper focuses on promoting inter-regional coordination and cooperation and narrowing the development gap between regions;gathering innovation and synergy in the service industry to transform the development momentum of the service industry;changing the format structure of the service industry,speeding up the transformation and upgrading of the service industry;Development efficiency,helping the accelerated rise of the service industry;promoting the quality and efficiency of the service industry,and pursuing a higher level of the service industry.
