With the rise of trade protectionism, growing geopolitical uncertainties and the prolonged outbreak of COVID-19 have further worsened the international trade environment, making the export situation of Chinese enterprises complicated and difficult. In addition, the weakening of China’s comparative advantage of natural resources, the gradual reduction of labor dividends, unbalanced and inadequate regional development and resource mismatch, resulting in a sharp increase in the export competition pressure of enterprises. In order to find new trade comparative advantages, the research perspective can be shifted to the level of logistics specialization, combined with regional administrative governance factors,by alleviating the basic conditions and external environmental pressure faced by enterprises in the process of export, improve the international competitiveness of enterprises export.Based on this, this paper focuses on the interaction between logistics specialization and inter-governmental transfer payment, marketization level, background of officials and engineers and other regional administrative governance factors on the dual margin of enterprise’s export,so as to provide ideas for further exploring the effective path of Export growth of Chinese enterprises.Firstly, this paper builds a theoretical framework on the basis of combing relevant literature, combines classical trade theory, selects appropriate control variables to control the complex and diverse influencing factors, and adds two-dimensional interaction terms of logistics specialization and regional administrative governance into the linear regression model to build a nonlinear regression model.Secondly,on the basis of clearly defining the connotation and denotation of enterprise export dual margin, logistics specialization and regional administrative governance variables, the location quotient, absolute ratio, logarithmic value and other methods are adopted to construct multidimensional measurement indicators to accurately measure the variables. Then, the relationship between logistics specialization, regional administrative governance and enterprise export dual margin is explored by using large sample data with accurate matching. The Fixed effect model is used to solve the problem of omitting variables.Heckman two-stage model was used to solve the sample selection bias. The Instrumental variable method is used to solve the endogeneity problem. The Mediating effect test is used to empirically detect the specific influence path.Further,in order to explore more possible conclusions, this paper analyzes the impact of logistics specialization and regional administrative governance on the dual margin of Chinese enterprises’ export from the perspectives of ownership heterogeneity, intensive heterogeneity, regional heterogeneity, industrial comparative advantage heterogeneity, productivity comparative advantage heterogeneity and so on.Finally, the method of change the measurement of variables, balancing panel data, eliminating the impact of distribution policies, and considering the impact of COVID-19 were adopted to verify the robustness of the research conclusions from multiple perspectives.Based on theoretical analysis and statistical research, the main conclusions are as follows: Firstly, logistics specialization mainly promotes the dual marginal growth of enterprises’ exports through scale expansion and efficiency improvement. The results of sample tests by enterprise ownership heterogeneity, intensive heterogeneity and regional heterogeneity all supported the above conclusions.Secondly,Intergovernmental transfer payment is mainly through coordinating regional economic development, promoting the equalization of basic public services and improving the local fiscal revenue and expenditure structure, which is positively encouraging the dual marginal growth of enterprises’ exports.Intergovernmental transfer payment plays a negative regulatory role between logistics specialization and the dual margin of enterprise export. The results of heterogeneity analysis show that there are significant differences between general transfer payment, special transfer payment and tax return on the dual marginal growth of export.Thirdly, through strengthening technological innovation, reducing administrative intervention and promoting industrial structure upgrading and other channels, marketization level encourages enterprises to further tap the potential of local market factors and weakens enterprises’ export tendency. Moreover, logistics specialization plays a negative moderating role between marketization level and enterprises’ dual export margin. The sample test results based on the comparative advantage theory show that the improvement of marketization level and logistics specialization has a stronger promotion effect on the export of enterprises with industry comparative advantage and productivity comparative advantage.Fourth, officials with engineer background actively encourage enterprises to expand exports mainly through government management, government subsidies and resource allocation, and officials with engineer background tend to increase investment, further improve the level of logistics specialization, promote enterprise exports, and play a positive regulatory role between logistics specialization and enterprise export binary margin. The regression results classified by enterprise ownership still support the above conclusion. This paper not only enriches the research of logistics specialization at the level of empirical test, but also enriches the research of regional administrative governance factors at the level of micro enterprises. This study is expected to bring some enlightenment for promoting the export growth of Chinese enterprises and the high-quality development of Chinese economy.
