Comprehensive budget management is an important tool in the financial management of enterprises.It takes the development strategy of the enterprise as the main goal.Configuration optimization to maximize enterprise value.In the actual operation and management activities,the group has the characteristics of business diversification,different locations,and complex organizational structure.As a result,when using the traditional comprehensive budget system for management planning,there are defects such as insufficient timely information and insufficient budget control effect.Therefore,modern group enterprises urgently need an innovative budget management system.The application of the financial shared service center model can solve the above problems.The financial shared service center uses modern information technology to combine the overall budget management of the enterprise with big data and cloud computing,which can comprehensively optimize the enterprise and budget management,and bring lower costs and higher value to the enterprise.Based on this,this paper studies the application practice of T Group’s comprehensive budget management based on the financial shared service center,guided by the theory of strategic management,business process reengineering and management by objectives.This paper introduces the organizational structure and business process of the T Group Financial Shared Center and the comprehensive budget management system based on the Financial Shared Service Center.And through the comparative analysis method,the traditional comprehensive budget system of T Group and the comprehensive budget management system based on the financial shared service center are compared and analyzed,and it is concluded that the latter has data standardization,budget processization,flat management,and integration of business and finance.At the same time,the application effect of the latter is tested through specific data and information.Specifically,through the tests of budget preparation time and budget deviation rate,it shows that the latter can improve budget efficiency;The tests of four aspects: profitability and period expense ratio show that the latter can improve operation management;through the analysis of information transmission channels,it shows that the latter can break the information island;through the analysis of business and financial relations,it shows that the latter can promote the integration of business and wealth;Timely,accurate and comprehensive acquisition and analysis of data,which can promote the collaborative work of all links and reduce fraudulent behavior.In addition,this paper summarizes the experience and enlightenment of T Group’s successful application of comprehensive budget management based on the financial shared service center,hoping to provide reference for other companies.The research of this paper has theoretical significance: most of the research on comprehensive budget management in my country is limited to the traditional comprehensive budget management model,and there are few researches on the innovation of the comprehensive budget model.Based on the financial shared service model,this paper analyzes the construction and application effect of the enterprise’s comprehensive budget management system,and the process reengineering of the comprehensive budget management system can supplement relevant research.The research of this paper also has practical significance: through case analysis,this paper explores the organizational structure and workflow of comprehensive budget management under the financial sharing model,and solves the problems of low budget management efficiency,unscientific budget preparation,and budget execution in traditional budgeting.The problems of imprecise control and unreasonable budget evaluation system are discussed;and the key factors for the success of the case company’s practice are explored,hoping to provide a reference for other companies to apply comprehensive budget management based on the financial shared service center.
