| On December 24,2020,the Political Bureau of the COMMUNIST Party of China(CPC)Central Committee held a meeting to improve party conduct,calling for the party to resolutely implement the CPC Central Committee’s Eight-point decision on party conduct,combat the practice of bureaucratism and establish a sound long-term mechanism.Although the spread of corruption has been effectively controlled under the high-pressure situation of the central government’s anti-corruption campaign,in the notified cases,it is still possible to find various ways to put on an "invisible cloak" for violations of discipline,and the hidden corruption problem is growing insidiously.What is more serious is that official political corruption and economic corruption are intertwined.On December 11,2020,the Political Bureau of the CPC Central Committee held a meeting on 2021 to study and plan the construction of Party conduct,integrity and anti-corruption work,pointing out that corruption cases with political and economic problems intertwined must be resolutely investigated and dealt with.In economy,officials take bribes and abuse their power to seek improper economic benefits.In politics,they violate political discipline,form cliques and carry out non-organizational activities.This phenomenon has brought great harm to party building,government credibility,government function and national economy.In the above context,this paper specifically studied the subjective behavior and coordination mode of officials in collective corruption.Experimental design was carried out according to the research requirements by using the method of experimental economics.Otree software was used to write experimental programs.The experimental results were summarized by comparative analysis and empirical analysis.It is verified that in the case of reducing direct information transmission,although collective corruption behavior has been significantly reduced,but it does not significantly eliminate the subjective will of officials to carry out corruption.Moreover,corrupt officials always have other ways to coordinate and cooperate with other officials to complete the corruption.The social norms about corruption of officials themselves and the social norms of the group they belong to influence each other,and then influence their real corruption behavior.In addition,the personal characteristics and risk preference of officials are also an important factor affecting whether they engage in corruption.Finally,combined with the connotation of "Three Nos",this paper puts forward countermeasures and suggestions to curb collective coordinated corruption: strengthen disciplinary inspection and supervision reporting,pay close attention to the transmission of new corruption signals between officials,so that corrupt officials "cannot corrupt";We should pay attention to the construction of a clean government culture and make corrupt officials "not want to be corrupt";We will take targeted and targeted measures to curb the practice of "gift giving" and other forms of corruption,so that corrupt officials do "not dare to commit corruption". |
