| Since the founding of new China,the state-owned enterprise has been closely connected with the fate of the nation,as one of the important material base of socialism with Chinese characteristics and political basis,the pace of its reform and development has never stopped,with the reform into deep waters,will inevitably touch the interest of stakeholders,encounter the situation,the problems found in more complex and difficult,reform the difficulty growing.As the leader and promoter of the reform of local state-owned enterprises,how to speed up the transformation of local government functions and play its due role plays a crucial role in the smooth and effective promotion of the reform of local state-owned enterprises.Based on the background of SOE reform and the research status of SOE reform and government function transformation at home and abroad,this paper sorts out and analyzes the related concepts and theories.By reviewing the reform of state-owned enterprises in various historical periods since the reform and opening up,this paper analyzes the evolution of government function orientation in the reform process.Then,taking the main practices of Z City in the new round of state-owned enterprise reform as the research object,the analysis finds that in the practice of the new round of state-owned enterprise reform,the main problems existing in the government functions of Z City are as follows: Intervention in the independent operation and management of state-owned enterprises,insufficient supply of policies for the reform of state-owned enterprises,inadequate supervision of state-owned capital and state-owned enterprises,insufficient supply of public services for state-owned enterprises,etc.In view of these problems,this paper puts forward countermeasures and suggestions for the transformation of local government functions.First of all,local governments should transform themselves into guides of macro-control,strengthen overall regulation and control of state-owned capital distribution,use capital market to guide and assist development,and give play to the strategic driving role of mixed ownership.Second,local governments should transform themselves into institutional environment builders,build the "four beams and eight pillars" of SOE reform,improve the modern enterprise system with Chinese characteristics,establish effective reform incentive and restraint mechanisms,and issue a list of reform fault tolerance and exemption.Third,the local government to "capital management mainly" state-owned assets supervision change,"capital management" to clarify the regulatory function,moderate separation of investor function and state-owned assets supervision function,a variety of ways to build a combination of internal and external state-owned assets supervision system.Finally,local governments should transform themselves into guardians of market order and public services,create a first-class business environment and a harmonious social environment,and step up efforts to attract talent and invest in innovation.This study is expected to provide some inspiration for other local governments’ SOE reform,promote local governments to make correct decisions,and make the reform more smooth and deeper. |
