| Attracting foreign investment has become a national development strategy to promote and actively implement since China’s reform and opening up.In order to promote the rapid development of the local economy,the local government of our country has paid more and more attention to the work of attracting foreign investment.The local government set up the special investment department,forme the formulation of preferential policies,make the adjustment of local industrial planning,implement the project approval and organize a variety of economic and trade activities.Gradually,government oriented investment pattern was formed.However,with the continuous development of China’s market economy and reform,government oriented investment pattern exposed a lot of problems,causing many negative effects on the economic,political and social stability and rapid development."11th Five-Year plan"put forward new requirements for the utilization of foreign capital.Local governments began to rethink their own functions in the process of attracting investment and explore the transformation of government investment function.And gradually local governments dilute the government’s leading role in attracting foreign investment.This paper selects investment function transformation approach of H district government as a practice.By building investment carrier,providing quality services,formulating industry planning,H district government has achieved some success,but there are still many problems:the local government has not completely withdraw from the specific affairs of investment activities,government functions offside and the vacancy,out of position,investment assessment mechanism is not reasonable,the main business problems.In 2006,the party made it clear that in the sixth Plenary Session of the 16th CPC Central Committee to build a service-oriented government,the administrative system reform,service-oriented government has become the goal of government reform in china.Service oriented government is a limited government,not an omnipotent government.The main function of the government is to regulate the macro economy,market supervision,social governance,public goods and public services.The government not only when the referee,and when athletes,specific to the investment work,is the government investment function should be to strategic planning,excellent service providers,the platform to build,market regulators,pluralistic investment subject cultivating transformation,specific work and investment,by the enterprises or other market players to do.In this paper,through the analysis and research of H district government specific examples,and analyzes the local government investment mode,finally proposes countermeasures and suggestions for the transformation of the investment function of H district government,make recommendations more convincing and practical significance. |
