Research On The Transfer Of Idle Housing Land In Rural Areas Of Xinmi Cit

In recent years,with the rapid development of my country’s social economy,the rate of urbanization continues to increase,a large number of peasants went to the cities to work and settled for a long time.Since rural areas have not yet built a complete homestead management system,the exit and transfer mechanism of rural homestead has not really been formed,as a result,a large number of original rural homesteads and farm houses have been left idle.The full use of rural homesteads,it is not only about the vital interests of farmers,it also affects the overall situation of rural social stability and development,it is also an important part of the comprehensive construction of socialism with Chinese characteristics.Therefore,do a good job in the reuse of idle homesteads in rural areas,avoid waste of land resources,to promote rural revitalization、coordinate urban and rural development、it is of great significance to improve the well-being of farmers.This paper takes the rural idle homestead in Xinmi City as the research object,based on the theory of land property rights、land intensification and utilization theory、location theory and incremental decision-making theory are the theoretical foundations.Using research methods and statistical analysis methods,from the government、villagers and village collectives have conducted in-depth research on the circulation of rural idle homesteads in Xinmi City.The study found that the idle land in rural areas resulted in waste of land resources、cause neighbor disputes、problems such as restricting rural development and deteriorating sanitation;according to the characteristics of idle rural homestead and the current situation of circulation in Xinmi City,it is analyzed that farmers’ unwillingness to transfer their idle homesteads is mainly manifested in four types:type of pension、type of migrant work、types of dissatisfaction with circulation prices and types of hopeful future plans;Xinmi City actively explores the circulation of idle homesteads,mainly for rental、share、mortgage loans and paid withdrawals,etc,but there is also the problem of poor circulation.The key analysis of the problem of poor circulation of rural idle homesteads in Xinmi City,it was found that the main causes were disordered management of grass-roots homesteads、the village industry and planning are backward,and the idle homestead circulation policy is lacking.Combining the advanced experience of Dali in Yunnan and Changyuan in Henan,make corresponding policy recommendations for the full use of idle homesteads.First,accelerate the confirmation and issuance of homestead ownership certificates,strengthen the enforcement of laws and regulations related to homesteads.Second,moderately activate the circulation of idle homesteads,establish a reasonable and sound mechanism for the circulation of idle homesteads.Third,mining rural value to develop characteristic industries,increase capital support.Fourth,formulate land use plans for villages and towns,increase the scientific application of homestead.Fifth,establish a homestead value assessment mechanism,encourage farmers to withdraw from idle homesteads for a fee.
