In 2017,the General Office of the State Council promulgated the Guiding Opinions on Active Supply Chain Innovation and Application,and supply chain management has been elevated to a national strategy.With the change of market demand and competitive environment,the life cycle of products is shortened,customers put forward higher requirements for the speed of enterprise response to orders,less varieties,large quantities,special assembly line production of traditional enterprise production mode brings the risk of enterprise inventory backlog,in the context of global manufacturing and economic integration,the competition between enterprises and enterprises evolved into the competition between upstream and downstream enterprises in the supply chain.In the supply chain management environment,the level of inventory not only affects the cost of individual enterprises,but also restricts the performance of the entire supply chain.To reduce unnecessary duplicate inventory,scholars have proposed a Vendor Managed Inventory(VMI).In view of the reasons affected by 5M1 E factors in inventory management,managers inevitably have to consider quality issues.VMI as an advanced inventory decision-making mode,the supplier is fully responsible for the replenishment of the VMI warehouse,maintain the inventory level in the appropriate range and can meet customer needs;on the other hand,the customer as the service object of VMI,whether it is satisfied with the supplier’s replenishment situation determines whether the VMI cooperation model can run for a long time,and the inventory management under VMI is to manage the warehousing operation.Therefore,two aspects of the research content of this paper are formed:inventory control model research under VMI and warehouse operation performance evaluation research.The third chapter of this paper is based on the VMI inventory system composed of single supplier and single manufacturer,and constructs a VMI inventory control model based on the consideration of the uniform distribution of the non-conformity rate.The quality inspection under VMI is analyzed and the traditional user management inventory mode is fundamentally different,the supplier’s inspection of the product is a functional index inspection,the limited configuration of inspection resources leads to certain restrictions on the inspection speed,and the warehousing mode changes from instantaneous warehousing to successive warehousing;the implementation of VMI makes the supplier’s inventory cost composition fundamentally change,with the minimum annual total cost of VMI inventory as the goal,and establishes an inventory cost model under two return strategies(instant return,delayed return),The specific situations of the use of different return strategies are clarified;the impact of the two variables of non-conformity rate and inspection speed under the delayed return strategy on the change of VMI inventory cost and the optimal quantity of replenishment is analyzed;due to the robust characteristics of the change in total inventory cost,coupled with the certain difference between the optimal replenishment volume and the carrying capacity of the transport vehicle,the total cost of the minimum inventory is analyzed Under the condition of a certain range of changes,the supplier can increase or decrease a part of the quantity on the basis of the optimal replenishment volume to match the carrying capacity of the transport vehicle.Reduce the waste of transportation resources.The fourth chapter of this paper maps the advantages and disadvantages of the operation of the VMI protocol to evaluate the performance of the supplier’s warehousing operation level,and the continuous and good development of the VMI depends on whether the supplier’s replenishment service meets the objectives and requirements specified in the agreement,and the performance evaluation can judge the actual operating status of the VMI from the quantitative indicators.On the basis of the latest version of the "Warehousing Performance Indicator System" GB/T 30331-2021,some indicators are selected,and the indicators of this paper are supplemented by managers in the VMI mode who pay more attention to inventory turnover rate,warehouse throughput,replenishment punctuality rate,inspection time,customer complaint rate,etc.Aiming at the shortcomings of subjective average weighting in the cross-evaluation process of classical DEA cross-efficiency evaluation,the influence and effect of self-evaluation weights and mutual evaluation weights on the cross-efficiency of the evaluated decision-making unit are distinguished according to the mechanism of controllable and uncontrollable factors in the experimental design,the signal-to-noise ratio is introduced as a performance index in the evaluation of DEA cross-efficiency,and the DEA signal-to-noise ratio cross-efficiency evaluation model is designed,and the model can sort the DMU decision-making unit composed of 12 months.The aggregation process of cross-efficiency considers both the mean and variance of the cross-efficiency value fluctuations,and the dea signal-to-noise ratio is more discrete and more distinguished than the results of the DEA cross-efficiency method.
