Research On The Implementation Effect Of Agricultural Machinery Purchase Subsidy Policy In Jiaozuo Cit

Agricultural Machinery Purchase Subsidy is an important policy measure to promote the development of agricultural mechanization.It is of great significance to mobilize farmers’ production enthusiasm and ensure national food security.Jiaozuo City has implemented the subsidy policy for the purchase of agricultural machinery for seventeen years.The implementation of the subsidy policy had a far-reaching influence on the agricultural production and farmers’ life in Jiaozuo.In the new development stage,in-depth study on the implementation effect of Agricultural Machinery Purchase Subsidy Policy in Jiaozuo City has both theoretical and practical significance..Based on the thinking of practical problems,this paper determines the research interests and content by studying the achievements of previous scholars.Based on the state intervention theory and public finance theory,this paper makes a series of researches on the implementation effect of Agricultural Machinery Purchase Subsidy Policy in Jiaozuo City by using the methods of literature research,Grey Relation Analysis and case analysis.The main contents of the research include analyzing the development process of the policy and the capital distribution structure,and analyzing the present state of policy implementation as the support of the same data,and summarizing the problems which affect the policy enforcement effect.On this basis,using statistical analysis,this paper analyzes the implementation effect of agricultural machinery purchase subsidy in Jiaozuo City from the methods of univariate analysis,multivariate analysis and case analysis.Finally,it makes recommendations to the relevant countermeasures and suggestions to strengthening the effect of policy implementation in the future.Through the research,the key points of my conclusion are as below:(1)At present,there are of course some problems in the implementation of the subsidy policy in Jiaozuo City,such as the uneven distribution of agricultural machinery subsidy funds,unreasonable filing of agricultural machinery,difficulty of farmers’ machine purchase loans,etc.these problems may prevent the implementation of the subsidy policy.(2)The implementation of Agricultural Machinery Purchase Subsidy policy in Jiaozuo City has two main effects: on the one hand,the subsidy policy has significantly improved the level of Agricultural Mechanization in Jiaozuo City,especially the mechanized production of corn production;On the other hand,the implementation of subsidies has promoted the expansion of the service scope of Jiaozuo agricultural machinery service organizations,especially agricultural machinery professional cooperatives.The service scope has expanded from the original farming and income link to plant protection,irrigation and other links.(3)The implementation of the policy also accelerated the adjustment of the structure of agricultural machinery and equipment.The number of agricultural machines and tools with high pollution and high energy consumption has gradually decreased,and some high intelligent and green agricultural machines and tools have been put into use in Jiaozuo City in recent years.(4)For service organizations,the addition of subsidies has promoted the expansion of the service scope of Jiaozuo agricultural machinery service organizations,especially agricultural machinery professional cooperatives.Its service scope has expanded from the original farming and income link to plant protection,irrigation and other links.(5)The effect of subsidy policy on increasing farmers’ income,improving cultivated land and soil environment,and accelerating the production and popularization of characteristic agricultural machines and tools is not obvious.According to the above conclusions,reasonable suggestions are put forward to improve the agricultural machinery purchase subsidy policy and enhance the effect of policy implementation in Jiaozuo City from the aspects of differential distribution of local funds,improving the filing and evaluation mechanism of agricultural machinery,establishing the Emergency Disposal Platform of agricultural machinery,and increasing financial support of machinery purchase loans.
