Agricultural machinery purchase subsidy policy has been implemented in china since2004. Under theimpetus of the policy, the level of agricultural mechanization has achieved rapid development. But at thesame time, agricultural machinery environment is constantly changing and the implementation of subsidypolicy has exposed many problems. The implementation effect of subsidy policy has received extensiveattention. Xinjiang has vast land area and agricultural development potential is tremendous. Besides it isone of provinces who more subsidy fund. The performance for implementation of agricultural machinerypurchase subsidy policy in Xinjiang has strong representation. Therefore, analysis and evaluation about theperformance for implementation of agricultural machinery purchase subsidy policy, has important practicalsignificance to deepen the policy of agricultural machinery subsidy, and enriches the theory research of thesubsidy policy.Based on the analysis about a lot of data, firstly the article analyses the present situation about theimplementation of agricultural machinery purchase subsidy policy in China, including the contents of thepolicy, implementation effect, and existing problems. Secondly, the article analyses the present situationabout the implementation of agricultural machinery purchase subsidy policy in China, including calculatingthe driving effect of financial input to farmers’ purchasing investment which uses the two elementregression model; adopting the ratio of urban-rural income, the growth elasticity of farmers income, andfarmer income relative growth elasticity of three indicators to analyze the impacts of the agriculturalmachinery purchase subsidy to farmer income; correlating the relations between agricultural machinerypurchase subsidy and three indexes which includes grain yield, sowing area, and the total grain output tostudy the impaction from subsidy to grain production in Xinjiang. Once again, the article evaluates theimplementation of agricultural machinery purchase subsidy policy in Xinjiang from the micro perspectivewhich is based on the Probit model. It analyzes the influence factors of farmer purchase intention, purchasebehavior, and purchase inducement. The article applies grey relational analysis and discusses Xinjiangfarmer satisfaction of subsidy. Finally, the article analyzes different implementation effects in differentregions from a macro perspective. Draw the following conclusions:(1) From the perspective of industry nurturing agriculture, the Chinese government has the ability inthe future to maintain and increase agricultural machinery subsidy.(2) The total amount of Xinjiangfinancial subsidy each increasing10%drives farmer individual investment growth4.12%. In2003,2005,2009,2010, Xinjiang farmer income has a sense of the absolute growth and the income of urban and ruralresidents is narrowing the gap. Agricultural machinery subsidy and agricultural production scale ispositively related to the number. Agricultural machinery subsidy is not correlated with grain yield.(3) Themicroscopic study reveals that the positive factors of farmer applying purchasing subsidy machineryincludes farmers cultural level, family income, the scale of agricultural production, agricultural machineryexperience, the cognition of subsidy policy,and the peasant household financing easily. The positive factorswhich influence farmers accessing to agricultural machinery subsidy fund, includes health, cultural level,family net income, agricultural production scale, the cognition of subsidy policy, and the peasant householdfinancing easily. The positive factors of farmer purchasing include health and agricultural scale. Theagriculture machinery quality can affect farmer’s satisfaction on subsidy.(4) The results basing on themethod of factor analysis shows that the effect of agricultural machinery purchase subsidy policy is reversed at beginning and is positive later in North Xinjiang and East Xinjiang. The effect is little in SouthXinjiang.Based on the research conclusions, this paper puts forward the following suggestions:(1) subsidy byboth the fiscal and financial measures;(2) strengthening agricultural machinery talent training andintroduction;(3) ensuring agricultural machinery products quality and safety;(4) building agriculturalsubsidy based on the whole industrial chain;(5) differences in the implementation of agriculturalmachinery subsidy.
