| Intellectual property protection is related to the modernization of national governance capacity,the high-quality development of the national economy,and the overall situation of the country’s opening to the outside world.Therefore,systematic evaluation of the impact of urban intellectual property policies is of great significance for accelerating my country’s transition from a big trading country to a trading power.This paper aims to explore the relationship between urban intellectual property policies and the domestic value-added rate of firms’ exports.First of all,this paper sorts,summarizes and summarizes relevant domestic and foreign literature,and analyzes that the intellectual property demonstration city policy can promote the improvement of domestic added value of enterprises’ exports through two aspects:endogenous technological innovation and external knowledge absorption.Among them,endogenous technological innovation approaches include innovation incentives,technology dissemination,and resource allocation,and external knowledge absorption approaches include FDI attraction and intermediate product import.Secondly,by matching the 2009-2015 industrial enterprise database,customs trade database,and China Urban Statistical Yearbook,this paper constructs the required large sample panel data,and uses the double difference method to evaluate the implementation effect of the IP demonstration city policy,and draws the following conclusions: Main conclusions: First,the intellectual property demonstration city policy has a significant role in promoting the increase of domestic added value of enterprises’ exports;second,the implementation effect of the intellectual property demonstration city policy is affected by the heterogeneity of urban location,city level,and city scale;Third,the macro-institutional environment such as the relatively high level of financial development and human capital in the city can complement each other with the intellectual property system,resulting in a synergistic effect and promoting the increase of the value-added rate of energy in exporting countries.Finally,this paper puts forward corresponding policy implications for the above conclusions.First,we should unswervingly advance the selection of intellectual property demonstration cities and increase the implementation of the intellectual property demonstration city policy.Second,pay attention to the coordination between the intensity of intellectual property protection and the level of economic development,and strive for more development space for disadvantaged areas through reasonable institutional arrangements.Third,in the process of formulating the intellectual property model city policy,various institutional conditions of the city should be comprehensively considered,and through the comprehensive consideration of the intellectual property model city policy in the formulation process,the institutional advantages of our country should be brought into full play. |
