| With the development of China’s economy,the scale of China’s export is expanding,and the trade friction is increasing,among which,the anti-dumping is the most popular form.Since China suffered the first anti-dumping case in 1979,anti-dumping against China has been increasing.Since 1996,China has become the country encountering the largest amount of anti-dumping cases for 20 years.Statistics show that,during1995-2015 anti-dumping cases against China accounted for about 1/4 of the total global anti-dumping issues,and China became the most important target of antidumping.In addition,there are obvious industrial differences in anti-dumping issues against China.Studies have shown that base metals and chemicals,textile and garment are Chinese export goods encountering the most anti-dumping issues.Statistics show,during 2002-2011,anti-dumping toward these three kinds of products respectively accounted for 28.14%.22.48%and 9.56%of total anti-dumping issues toward China.What is the reason for the industrial differences in the anti-dumping issues against China?The industrial difference of antidumping issues against China has always been a problem,some scholars believe that China’s huge export led to the large number of anti-dumping.Previous studies relay on the value of export to measure China’s export scale,on the background of vertical specialization,the value of export can not reflect the real export scale,so many scholars turn to the domestic value-added.But these studies are mostly qualitative analysis or analysis of the domestic value-added of specific industries encountering anti-dumping or of some country,without taking into account anti-dumping or industrial differences.This paper not only analyzes the industrial characteristics of anti-dumping against China,but also analyzes the causes of industrial differences from the perspective of domestic value-added.In this paper,we use anti-dumping cases against China during 2002-2011 as samples,compute the number of anti-dumping cases toward each product,and estimates the domestic value-added of these products.By using the negative binomial model,we analyze the impact of domestic value-added on anti-dumping cases against China’s products.The structure of this paper is as follow.The first part describes the background and significance of this paper on the basis of the studies of domestic and foreign scholars,shows the content of this paper,as well as the innovations and shortcomings.The second part is theoretical basis,analyzes the effects of vertical specialization on the anti-dumping on the basis of the new protectionism and new multinationals doctrine,and puts forward the hypothesis of this article,namely exports with higher value-added face more anti-dumping.The third part analyzes the current situation of anti-dumping cases against China,including the general situation,the issuing countries and the industrial differences.The results show that:in the past 20 years,China has suffered the largest number of anti-dumping,anti-dumping issues against China mostly come from India,the United States and the European Union,etc.;the anti-dumping issues against China are mainly toward some kind of products,such as chemical industry,textile and garment and base metals.In the fourth part,anti-dumping issues against China from India,the European Union,the United States and other four countries are used as samples,according to the world input-output table from WIOD,using the HIY method to calculate the domestic value added of Chinese exports encountering anti-dumping and analyze features of domestic value added of these goods.The fifth part uses the counting model to analyze the influence of domestic value added on anti-dumping issues against China products,results show that there are some factors affect anti-dumping against China’s exports:(1)the domestic value added in exports.Domestic value added in China’s exports increased by 1%,which lead to 47%increase in the average number of anti-dumping toward China’s exports.This confirms the hypothesis of this paper,namely exports with higher domestic value-added suffer more anti-dumping.(2)the anti-dumping cases initiated by the issuing country,the influence is roughly that there is one more anti-dumping cases,the average number of anti-dumping against the same kind of products from China increased by 50.8%.(3)the movement in RMB exchange rate has a positive impact on the number of anti-dumping toward China’s exports.It is roughly that,each unit movement in RMB exchange rate can make the average number of anti-dumping against China’s exports move to the same trend by 15%.(4)new users of anti-dumping become the main power issuing anti-dumping against China instead of traditional users.(5)the gross domestic product in issuing country,the effect is roughly that 1%increase in gross domestic product in issuing country will make the average number of anti-dumping against China fell by 31%.(6)the unemployment rate in issuing country has a negative influence on anti-dumping toward China.Unemployment rate increases by 1%can make 7%reduction in the average number of anti-dumping against China’s exports.The sixth part is the main conclusion of the paper and policy recommendations. |
