The extensive application of Internet information technology in agriculture has greatly influenced the input of agricultural production factors and the mode of production.At present,China’s grain production is in the transition stage of how to optimize the supply side structure and promote the high-quality development of grain.Using the Internet to improve the technical efficiency and allocation efficiency of grain production has become an important way to ensure China’s food security and promote the high-quality development of grain.Combined with the background of the rapid development of the Internet in rural areas,this paper systematically discusses the impact of Internet use on the technical efficiency and allocation efficiency of grain production in rural households,in order to provide theoretical reference and policy ideas for better playing the role of Internet use in promoting grain production efficiency.In this paper,the connotation of Internet use,grain production technical efficiency and allocation efficiency is elaborated by referring to relevant theories,and an analytical framework is constructed for the impact of Internet use on farmers’ grain production technical efficiency and allocation efficiency,and human capital level and land operation scale are incorporated into the analytical framework.The moderating effects of Internet use on the relationship between technical efficiency and allocative efficiency of grain production were further discussed.In order to verify the hypothesis proposed in the theoretical analysis,this paper first uses the data of China Labor Dynamics Survey(CLDS)in 2016 and the Data of National Agricultural Product Cost and Income Data collection to measure the technical efficiency and allocative efficiency of grain production of farmers.Secondly,Tobit model is used to empirically analyze the impact of Internet use on allocative efficiency and technical efficiency of farmers’ grain production,and propensity score matching method is used to deal with potential endogeneity.Finally,based on the moderating effect model,the moderating effect of human capital level and land management scale is verified.Through the above theoretical and empirical analysis,this paper draws the following conclusions: First,Internet use is beneficial to promote the improvement of grain production technical efficiency and allocation efficiency;If Internet use is further divided into mobile phone Internet and computer Internet,the results show that computer Internet access can not promote the improvement of grain production technical efficiency,only mobile Internet access can effectively promote the improvement of grain production technical efficiency;Both mobile phone Internet access and computer Internet access can effectively promote the improvement of grain production configuration efficiency.Second,the improvement of specialized human capital level is conducive to enhancing the promotion effect of Internet use on grain production technical efficiency and allocative efficiency,but the improvement of general human capital level cannot enhance the promotion effect of Internet use on grain production technical efficiency and allocative efficiency.Thirdly,the heterogeneity analysis of farmers shows that the promotion effect of Internet use on grain production technical efficiency is more significant for male householders and farmers with larger land management scale(over 10 mu).However,the effect of Internet use on grain production allocative efficiency was more significant for female householders,non-aged groups and farmers with larger land management scale(more than 10 mu).Fourthly,the expansion of land operation scale is conducive to enhancing the promotion effect of Internet use on grain production technical efficiency and allocation efficiency.Based on the above research conclusions,this paper puts forward the following policy recommendations: First,accelerate the improvement of Internet infrastructure construction in rural areas and improve the coverage of rural Internet.Second,promote the construction of an Internet information platform in rural areas,promote the accurate push of grain production information,and strengthen the application of the Internet in grain production.Third,strengthen the training of grain production technology for farmers,improve the level of special human capital for farmers,and cultivate new professional farmers.Fourth,we will encourage grain operations on an appropriate scale.
