The Inner Mongolia autonomous region as a still Farm Household as the main type, planting as the main management mode. In 2014, the grain production received 27.53 million tons. It has made a great contribution to our country’s food security because grain production continues to increase in recently 10 years. Chifeng City is located in the eastern Inner Mongolia and the major grain-producing areas of Inner Mongolia. But with the development of industrialization, urbanization and modernization, large numbers of farmland are occupied so that grain production decrease stock. In the case of pressure, to achieve grain growth and ensure the grain safety in chifeng city, the vulgar management mode must change the original factors of production inputs are added.It is necessary to accelerate transformation of the mode of grain production and improve the grain production efficiency.Based on Inner Mongolia chifeng city 213 farm household survey data, chifeng city 11 regions as a decision unit, respectively, using the CRS DEA model and VRS model. Studying of chifeng city 11 regions grain production efficiency from the Combined Technical Efficiency, Pure Technical Efficiency and Scale Efficiency three angles. The results showed that:the total level of grain production in chifeng city is not high. The Combined Technical Efficiency is 0.842. Pure Technical Efficiency is 0.982. Scale Efficiency is 0.855. That is to say grain production to increase grain production in chifeng city can improve by increased investment in science and technology, strengthen the agricultural technology and promote mechanization level of grain production, improve the level of farmers by the education and the application of agricultural technology consciousness. From the points of the district:Arhorchin Banner, Baarin Left Banner, Hongshan District, Harqin Banner, Ningcheng County, Ongniud Banner regions’ grain Combined Technical Efficiency, Pure Technical Efficiency and Scale Efficiency are in the active state; Linxi county and Songshan District two regions’s grain Pure Technical Efficiency are valid, however, their Scale Efficiency are invalid; Aohan Banner, Baarin Right Banner and Hexigten Banner three regions’grain Pure Technical Efficiency and Scale Efficiency are invalid; Based on the further analysis of out slacks and input slacks, and put forward corresponding adjustment scheme. For the government and the department of agriculture to optimize the allocation of resources, realize the grain production efficiency, promote the farmers increase income to provide the basis of reference.
