Firmly uphold the bottom line of ensuring national food security, strictly abide by the red line of 120 million hectares of arable land, ensure stable agricultural production, promote agricultural green development, which has become the focus of attention from all walks of life.Cultivated land is an irreplaceable and important means of production and its quantity and quality directly affect the yield and quality of agricultural products. As the "food" of grain, the scientific and rational application of chemical fertilizers is to implement the "three-in-one" cultivated land protection, safeguard the bottom line of food security and alleviate agricultural non-point source pollution.Soil testing and formula fertilization technology is an environment-friendly technology promoted by the United Nations. As a scientific fertilization technology that "makes up for what is missing",it is promoting the reduction of fertilizer inputs, improving crop yield and quality and improving the effect of cultivated land protection. However, after years of promotion and popularization, farmers’ awareness of soil testing and formula fertilization technology is still not high and the actual adoption rate of the technology is low.In view of this, this paper takes Jiangxi Province as the research area, based on the questionnaire survey data of 715 farmer households obtained through the special investigation, based on the theory of planned behavior, structural equation model was used to analyze the micro-mechanism of farmers’ soil testing and formula fertilization technology, and PROCESS was used to analyze the adjustment effect. The purpose of the research is to explore the transformation process of "cognition-intention-behavior" to provide reference for policy formulation to promote the change of farmers’ willingness to adopt environmentally friendly technologies to behavioral response. It provides a reference for policy formulation to promote the change of farmers’ willingness to adopt environmentally friendly technologies to behavioral response, and to improve the quality of cultivated land and the effect of ecological protection in China. The research conclusions show that:(1)The psychological decision-making process of farmers conforms to the analysis logic of planned behavior theory and follows the analysis path from "technical cognition" to "adoption willingness" to "adoption behavior".(2)Farmers have cognitive biases on soil testing and formula fertilization technology, lack of understanding of the technology’s ecology and economic benefits, have limited knowledge about soil testing and formula fertilization technology, overestimating the difficulty of the technology’s operation and there is fear and resistance.(3)The behavioral attitude and subjective norm of farmers have a significant promoting effect on their behavioral intention of soil testing and formula fertilization. The order of the influence effects is: behavioral attitude(0.31)> subjective norm(0.18).Facilitation works indirectly by influencing behavioral attitudes.(4)Actual control conditions play a regulating role in the transformation process of farmers’ “will-behavior”.The coverage of field soil testing, effective communication of fertilization suggestions, targeted training and guidance in the process of technology adoption can effectively promote the transformation of farmers’ soil testing and formula fertilization behavior intentions into practical actions. The paper proposes to do the following 4 tasks to further promote farmers to actively adopt environmentally friendly technologies while improving their behavioral intentions:First,to increase publicity efforts to improve the ecological awareness of farmers. The second is to lower the technology application threshold and enhance the ability of farmers to apply environment-friendly technologies. The third is to focus on the application of technology and improve the coverage and effectiveness of basic work. The fourth is to use modern scientific and technological means to carry out integrated online and offline services.
