| Innovation is the internal driving force for a country to achieve sustainable and healthy economic development,and all countries are paying more and more attention to improving their own level of innovation.The Smart City Policy is a national policy on urban development with the aim of promoting the construction of new cities.Under the innovation-driven strategy,the pilot urban innovation-related industries and industries will receive financial and policy support from government departments to promote the agglomeration of urban innovation-related elements,improve the quality of urban innovation,help enhance the core competitiveness of cities,and further promote the sustainable and healthy development of the economy.This thesis uses the data of China Patent Database and Urban Statistical Yearbook to establish an index system to measure the quality of urban innovation,and better estimate the impact of smart city construction on the quality of urban innovation.Firstly,the double difference method is used for estimation,and the premise of double difference is verified by parallel trend and dynamic effects test and counter fact test,and the robustness of the estimated results is verified by PSM-DID and random sampling regression.According to the test results,the first batch of pilot cities have natural experimental attributes,the double difference estimation results are more accurate,and the construction of smart cities has significantly improved the quality of urban innovation.Second,this thesis explores the mechanism of smart city construction on the quality of urban innovation.The study found that the construction of smart cities significantly improved the level of urban informatization,and the improvement of the level of informatization enhanced the scope of knowledge spillover,thereby promoting the improvement of innovation quality;the mediation effect model and threshold effect model were used to estimate the impact of smart city construction on the quality of urban innovation through financial agglomeration,and it was found that there were two thresholds for the impact of financial agglomeration on the quality of urban innovation,the effect of financial agglomeration on the quality of urban innovation was inverted U-shaped,and the impact of financial agglomeration level on the quality of urban innovation was regional heterogeneity.Third,the study finds that there is a heterogeneity in the impact of smart city construction on the quality of urban innovation with different degrees of marketization.For cities with a high degree of marketization,the construction of smart cities has a significant improvement effect on the quality of urban innovation,and the improvement effect of cities with medium and low marketization degrees is not significant;fourth,there is heterogeneity in the impact on the quality of urban innovation with different urban characteristics,from the perspective of different human levels,smart city pilots have a better effect on the quality of innovation in cities with low human capital,while for cities with high human capital,the improvement effect of innovation quality is not significant;from the perspective of different financial levels,The construction of smart cities in areas with high financial resources has a significant effect on promoting the quality of innovation,while the effect of low-financial areas is not significant.This thesis puts forward corresponding policy recommendations based on the above analysis.First,expand the pilot project of smart cities and strengthen the overall planning of smart city construction;second,strengthen the construction of urban informatization and promote the flow of knowledge,talents and technology on a larger scale;actively guide urban financial institutions to gather within a reasonable range,give full play to the advantages of the capital market,and provide support and guarantee for innovation;third,enhance the degree of urban marketization,break down barriers to the flow of innovative resources,and promote the rational allocation of innovative resources;fourth,strengthen the training of professional high-tech talents and related subsidies.Provide strong intellectual support and financial guarantee for innovation. |
