After China enters the stage of high-quality development,the required development should be higher quality and more sustainable development.The modern network system,which is composed of cloud computing,big data,artificial intelligence and other emerging technologies,is booming,driving the development and transformation of cities.The construction of smart cities characterized by the pursuit of efficient operation is in the ascendant.However,with the development of cities,urban problems such as inefficient transportation,employment difficulties,and low quality of government services have gradually emerged.How to use innovation and technology to make cities smarter and more intelligent has become a pressing problem.The inevitable trend of smart city construction has helped us to solve these problems.As of 2021,the number of smart cities in China is nearly 800(including districts and counties).As an advanced stage of urbanization development,smart cities take innovation as the core driving force.However,for the past few years,it is surprising that there has been a contradiction between rapid growth in R&D investment and continuous decline in total factor productivity growth.What should traditional industrial cities,resource-based cities and smart cities do? In response to the crisis that efficiency cannot keep up with the pace of investment growth,does smart city construction have obvious advantages?Therefore,based on this background,this article with smart city pilot policy as the main research object,based on existing regional economic theory,econometric methods and the model of efficiency measure,on the analysis of the efficiency of innovation on the basis of dynamic development in our country,further build the link between smart city pilot policies and urban innovation efficiency,evaluation policy since the implementation of intelligent city pilot dynamic effect.The influence mechanism is discussed in depth from the effect of technological progress,industrial upgrading and scale agglomeration.By compared with ordinary cities,the comparative advantages of smart cities in industrial structure,technological innovation and other aspects,which are more reasonable and more effective in improving urban innovation efficiency,are highlighted.Secondly,at the municipal level,innovation efficiency is further measured based on different output stages of innovation input,that is,the transformation stage of scientific and technological achievements of innovation input,the transformation stage of knowledge economy achievements and the transformation stage of social and environmental benefits.The variation coefficient is used to characterize the development gap of innovation input,and the NICH index is used to predict its development trend.After parallel trend testing and PSM sample matching experiments,the empirical measurement results obtained using the multi-period double difference model show that the smart city pilot policy effectively promotes the innovation efficiency of patent output and the innovation efficiency of new product sales revenue,and significantly reduces the pollution caused by smog.The efficiency of urban innovation for output.The smart city pilot policy has time heterogeneity.Due to the time lag characteristic of policy transmission,the longer the establishment of smart cities and the longer the construction of smart cities,the stronger the improvement of urban innovation efficiency.Smart cities supported by modern information technology Construction has a long-term driving effect.The smart city pilot policy is spatially heterogeneous.Specifically,as the distance from the smart city increases,the driving effect of the smart city pilot on the innovation efficiency of surrounding cities shows a "∽" type change characteristic of first decreasing,then increasing,and then decreasing.After a series of robustness tests,such as placebo test,substitution of dependent variable test,change of efficiency measurement method,use of instrumental variables,and exclusion of policy interference of the same period,the benchmark regression results and core conclusions are still robust and reliable.Therefore,we should unswervingly promote the construction of smart cities,increase investment in innovation,change governance models,improve the overall efficiency of urban operations,and promote the transformation from “smart cities” to “urban wisdom”.
