Research On The High-Quality Development Level Of National-Level Modern Agricultural Industrial Parks In Henan Province

China’s economy has entered a stage of all-round high-quality development,which requires the agricultural sector output to change from relying on the input of production factors to relying on the mode of intensive and efficient use of factors.In the context of promoting the comprehensive and high-quality development of agriculture,modern agricultural industrial parks play an important role in gathering production factors and driving farmers’ income increase,which is an important entry point for improving the modernization level of agricultural industry and an important support for the rural revitalization strategy.However,there are few studies on the measurement of high-quality development level of modern agricultural industrial parks in the current academic circle,and the development and construction of modern agricultural industrial parks are not studied from the perspective of leading industry characteristics or topographic characteristics.Therefore,this paper selects six typical national projects of modern agricultural industrial parks in Henan Province as the research object,and compares and analyzes the development level of parks under different resource endowments from the perspective of high-quality development,in order to explore the advantages and disadvantages of development and construction of various types of parks.This paper first summarizes the core concepts and basic theories of modern agricultural industrial parks and sorts out the research progress of modern agricultural industrial parks at home and abroad.Secondly,the key elements and specific indicators of high-quality development of industrial park projects are identified through literature analysis and expert evaluation,and adjusted according to the actual situation.The evaluation index system of high quality development of modern agricultural industrial park is constructed from the dimensions of product competitiveness,production efficiency,industrial benefit,green development,linking agriculture with agriculture and operator quality.Thirdly,hierarchical entropy weight method is used to determine the weight proportion of each index,that is,ahp is used to determine the weight of the expert scoring results,and the entropy value method is used to calculate the entropy weight of each index,and then the combined weight is used to determine the index weight,to reduce the subjective deviation of the expert scoring to the greatest extent.Using the above index system,combined with the indepth survey data of the projects,TOPSISI multi-attribute decision method based on grey correlation is used to measure the evaluation results of the high quality development level of the six national projects.Finally,according to the theory of comparative advantage and the theory of geographical environment determination,the industrial park projects are divided into two categories of dominant industry type and terrain characteristics,and the evaluation results are sorted out,the development results of the corresponding industrial park projects are analyzed and optimization suggestions are put forward.The results showed that the high quality development level of the six national projects ranked as Follows: Zhengyang County(0.5157),Wen County(0.4562),Biyang County(0.3796),Neixiang County(0.3649),Lingbao City(0.3568),Yanjin County(0.3500).The development quality of the parks of the two leading industries is better than that of the single leading industry parks.According to the characteristics of leading industries :(1)the high quality development of planting industry parks in zhengyang county,wen county,lingbao city and yanjin county ranked successively;The number is more than that of aquaculture parks;Developing agricultural processing industry to overcome low added value.(2)The development quality of Biyang County is higher than that of Neixiang County.Outstanding performance in the dimension of industrial benefits.According to topographic characteristics,(1)the high quality development level of plain characteristic parks is zhengyang county,Wen County,Yanjin County;Make full use of resource endowment to develop leading industry,and the overall development quality is better than mountainous and hilly land parks.(2)Biyang County,Neixiang County and Lingbao City were ranked in the high quality development level of mountainous and hilly parks;Choose animal husbandry,fruit and other leading industries.Based on the above research,the countermeasures and suggestions are put forward: accelerate brand construction,improve product competitiveness;Strengthen the cultivation of operating subject,improve the quality of operators;Strengthen industrial development and improve industrial benefits;Improve interest link,enhance the ability of joint agriculture with agriculture;We will increase resource utilization and promote green agricultural development.
